Build Up Skills UK - BUSUK IEE/11/BW1/479/S , 11/ /13, BUSUK

IEE/11/BW1/479/S , 11/ /13, The 2020 Road Map Richard Foxwell Head of Green Skills Asset Skills

IEE/11/BW1/479/S , 11/ /13, Support funded by the EU Commission Similar initiatives taking place in 27 member countries. Focused on the broad built environment. Project outcome - a Skills Roadmap to ensure the UK has an appropriately skilled workforce to meet the EU 2020 targets: Reduce energy consumption by 20% Reduce green house gas emissions by 20% Meet 20% of energy needs through renewable resources (although UK internal target is 15%) Build Up Skills UK (BUSUK)

IEE/11/BW1/479/S , 11/ /13, We are thus part of a massive - and concerted - initiative which should transcend politics and contribute to the future of planet earth Objectives cannot be in doubt BUT Scope is UK wide and thus broad brush Scope is also limited to craft and technical occupations – leaving advisors and professionals to be picked up by separately

IEE/11/BW1/479/S , 11/ /13, Needs of Wales taken in to account through focussed research in this Country and against the background of the Welsh government`s specific policies such as: Doubling the use of renewable electricity by 2025 (including 4 GW from marine energy). The 2012 Low Carbon Transition Plan Phase 2 of Arbed (£45 M over three years) Major support for Biomass. ALSO The BEST (Built Environment Sustainability Training) initiative is already adding both strategic and operational thrust to BUSUK activities and outcomes

IEE/11/BW1/479/S , 11/ /13, Establish National Qualifications Platform. Conduct status quo analysis to take snap shot of sector skills and training at the moment. Use analysis and Platform to develop the Roadmap which illustrates barriers to training and skills gaps. Secure sector endorsement of the Roadmap. Use endorsement and evaluation of project to develop training infrastructure as part of Pillar 2 bid (currently in development). Steps towards the Roadmap

Evidence from the Status Quo (1) IEE/11/BW1/479/S , 11/ /13, Skills and knowledge gaps likely to impede UK capacity to meet the 2020 targets. Supply of training provision is limited in relation to emerging technologies. Governments in each of the four nations have varied responsibilities and strategies/policy stances, meaning that progress is likely to move forward at different paces.

Evidence from the Status Quo (2) IEE/11/BW1/479/S , 11/ /13, In addition to gaps in skills/knowledge/training provision, other barriers in relation to meeting the 2020 energy targets suggest an urgent need for change: Fragmented policy and lack of coherent UK strategy in relation to green skills. Low levels of employer and consumer awareness. Funding cuts and constraints. Capacity in the existing workforce.

Evidence from the Status Quo (3) IEE/11/BW1/479/S , 11/ /13, Priority skills needs reported by employers: (low current skill level /high future need) Ground source heat pumps Air source heat pumps Solar thermal Solar PV Biomass boilers and stoves Shallow geothermal systems Energy efficient cooling systems Ventilation energy recovery systems Micro-combined heat and power Micro and small scale wind turbines

Evidence from the Status Quo (4) IEE/11/BW1/479/S , 11/ /13, Priority knowledge requirements reported by employers: (low current knowledge level/high future need) Energy efficiency funding mechanisms. Pros and cons of energy efficient measures in relation to: Different types of building fabric Buildings constructed pre and post 1919 Hard to treat buildings Different types of energy efficient materials and technologies. Air quality, air tightness and ventilation requirements. Hierarchy of energy efficiency measures.

Recommendations to inform the 2020 Roadmap (1) Recommendations to inform the 2020 Roadmap (1) IEE/11/BW1/479/S , 11/ /13, Coherent green skills and jobs strategy. Maintain continuity regarding the energy efficiency agenda. Focus on up-skilling and qualification development in priority areas, including needs for the professional as well as blue collar workforce. A need to raise awareness of the energy efficiency agenda. Consider revisions to Building Regulations.

Recommendations to inform the 2020 Roadmap (2) Recommendations to inform the 2020 Roadmap (2) IEE/11/BW1/479/S , 11/ /13, Sector Skills Councils Activity: Include professional workforce in 2020 roadmap. Streamline qualifications development Training and Qualifications Development: Flexible training provision. Train the Trainer programmes. Employers: Seeking funding/incentives for training. Proactive approach needed to gain and act upon relevant information.

IEE/11/BW1/479/S , 11/ /13, Current/emerging knowledge and understanding needs Understanding the principles of heat loss; Understanding air quality, air tightness and ventilation requirements within buildings; Knowledge of the range of energy efficiency measures, and their suitability for different building fabrics and ages, including pre-1919 stock and hard to treat buildings; Installation of ground and air source heat pumps

IEE/11/BW1/479/S , 11/ /13, Current/emerging knowledge and understanding needs The so-called hierarchy of energy efficiency measures, i.e. the sequence in which issues in buildings must be addressed in order to ensure maximum energy efficiency Installation of solar thermal and solar PV Installation of energy recovery, energy efficient cooling and shallow geothermal systems Installation of biomass, combined heat and power and wind turbines.

IEE/11/BW1/479/S , 11/ /13, Further Specialist units Energy consumption The 2020 targets and what they mean for the building sector Legislation relating to energy efficiency (as it continues to emerge) and what this means for the building sector Quality assurance specifically in relation to energy efficiency materials, measures and procedures Energy saving behaviours – information to educate consumers Training on selling the energy efficiency agenda to consumers to stimulate demand for energy saving measures

IEE/11/BW1/479/S , 11/ /13, Capacity – Numbers requiring training up to 2020 OccupationEstimate of training requirement Construction and building trades not elsewhere classified66,000 Glaziers, window fabricators and fitters12,700 Plumbers and heating and ventilation engineers52,000 Construction operatives23,000 Roofers, roof tilers and slaters10,000 Bricklayers and masons2,000 Electricians and electrical fitters39,000 Carpenters and joiners28,000 Floorers and wall tillers5,000 Plasterers6,500 Painters and decorators7,200 Scaffolders, stagers and riggers1,000 Steel erectors120 TOTAL252,520

IEE/11/BW1/479/S , 11/ /13, Barriers Gaps in training provision Uncertainty in relation to capacity in the existing workforce (likely to be insufficient to meet high demand for energy efficiency skills) Sole focus on the blue collar workforce within research of this nature, at the expense of professionals Unaccredited and unregulated training courses. Limited employer and consumer awareness about the agenda Fragmented policy, policy U-turns and lack of an overarching coherent UK strategy in relation to green skills and jobs

IEE/11/BW1/479/S , 11/ /13, Barriers Insufficient numbers of degree courses teach retrofit; Not enough emphasis or value placed upon retrofit within existing training provision – focus deemed predominantly on new build. Funding cuts and constraints

IEE/11/BW1/479/S , 11/ /13, KEY OBJECTIVES from the Road Map 1. Raise awareness and understanding of, and stimulate demand for, energy efficiency measures among consumers and employers. 2. Develop appropriate education, training and National Occupational Standards (NOS)/qualifications and update them as new technologies emerge. 3. Address skills and knowledge gaps in the existing workforce. 4. Establish and maintain appropriate quality assurance underpinned by appropriate accreditation.

IEE/11/BW1/479/S , 11/ /13, KEY OBJECTIVES from the Road Map 5. Seek to influence Government so that their energy efficiency policies and legislation offer reassurance of longevity to the sector. 6. Harness appropriate sources of funding to support achievement of the targets e.g. for training. 7. Seek to embed the green agenda fully by seeking cultural and behavioral change.

IEE/11/BW1/479/S , 11/ /13, Road Map – communication of findings and Endorsement (today is one step towards this) Address the wide range of external issues (eg the needs of Advisors and Professional Occupations) through separate initiatives Communicate non-skill specific issues to other stakeholders and policy makers Prepare for BUSUK Pillar two – the implementation strategy (bid to EU to be submitted May 8 th 2013) Where now ?
