Objective MSFD Article 13.3 : “Member States shall ensure that measures are cost-effective and technically feasible, and shall carry out impact assessments, including cost-benefit analyses, prior to the introduction of any new measure”. Common understanding and exchange of best practice might help to better perform CBA for new measures and ensure the measures are cost-effective. Overall aim : exchange and learn from MS experiences with respect to CEA and CBA application in MSFD and WFD implementation. Based on presentations by the MS and discussions that will focus on certain challenges when applying CEA and CBA in practice. Results of this workshop will be integrated in a “best practice document” to be produced by the summer of 2014. But a summary of the most important results will also be included in the recommendations on PoM.

Expected number of participants: 60 Target audience: WG ESA members MS MSFD representatives/decision-makers (MSCG), economists and other practitioners involved in MSFD economic analyses and MSFD PoM development in the various MS If relevant WG GES, MEG representatives European Commission WFD WG Economics delegate(s) Regional Seas representatives Since the main aim of the workshop is to discuss the problems encountered when applying standard economic analyses in practise, participants are expected to have some basic knowledge of economic analysis. Expected number of participants: 60

MSCG is invited to: a. Take note of the date of the workshop, Discuss the suggested aim of the workshop and the draft agenda, In addition, MSCG representatives are asked to express interest in providing a presentation during the workshop and designate representatives by 25 February 2014.
