Strict interpretation of the Constitution State Banks Free Trade (No Tariffs) French Alliance Promoted Agriculture Supported by farmers & workers Leaders: Thomas Jefferson, James Madison Federalist Strong Federal Govt. Loose interpretation of the Constitution National Bank Protective Tariffs British Alliance Promoted Manufacturing Supported by Northern Merchants & Manufacturers Leaders: Alexander Hamilton, John Adams
