Scenario A: Cost $899 million, $520 million more needed. Highway 1 HOV lanes and buses, auxiliary lane, on-ramp metering, widen San Lorenzo River bridge, Mission Street intersection upgrades; Soquel Avenue/Drive/Freedom Boulevard bus rapid transit lite, intersection upgrades for cars, cyclists, pedestrians, express buses; bike and pedestrian trail on rail corridor.

Scenario B: $834 million, $379 million more needed. Highway 1 buses on shoulder, on-ramp metering; Mission Street intersection upgrades; Soquel Avenue/Drive/Freedom Boulevard bus rapid transit lite, express service, buffered bike lanes, intersection upgrades for cyclists and pedestrians; bike and pedestrian trail on rail corridor; local rail transit.

Scenario C: Cost $740 million, $285 million more needed. Highway 1 buses on shoulder, auxiliary lane; Soquel Avenue/Drive and Freedom Boulevard bus rapid transit lite, express buses, buffered bike lanes, intersection improvements for cars, cyclists, pedestrians; bike and pedestrian trail, bus rapid transit and freight service on rail corridor.

Scenario E: Cost $1.247 billion, $794 million more needed. Hwy 1 HOV lanes and buses, auxiliary lane, on-ramp metering; Soquel Avenue/Drive/Freedom Boulevard buffered bike lanes, intersection upgrades for cyclists and pedestrians; bike and pedestrian trail, local rail transit and freight service on rail corridor.
