R18011 Requests clarity regarding the columns in WEQ-004 Appendix D timing tables Points out that approval windows may exceed the up to times in column B extra seconds from the distribution process completing in less than one minute

ActOnByTime being = 1 minute in column A + the time in column B The Issue These tables are implemented through the ActOnByTime in the Electronic Tagging Functional Specification Specification states that ActOnByTime is set at the point of receipt by the Authority Service, ensuring the Approval Service has its up to time for approvals Implementation of the standards through the specification utilizes a timer called “ActOnByTime” that is calculated by the Authority Service before distributing a request for assessment The Authority Service does not know in advance how long it will take to distribute the request to each approval entity, and assumes it may take the entire 1 minute distribution window ActOnByTime being = 1 minute in column A + the time in column B

Subcommittee Discussion Five options evaluated Set the assessment window based upon receipt of the approval entity Set the ActOnByTime to exclude the one minute distribution window Clarify the standards to reflect the current implementation, specifying that the any excess time from distribution window may be used by the Approval Service Prevent approval or denial until the distribution window has elapsed No changes and reject

1. Independent Approval Windows Complexity: High Impact: implementations, specification and standards Could result in delaying the approval if one entity receives the distribution later than one minute Additional overhead to communicate each approval entity’s time Subcommittee did not consider this an appropriate solution

2. Assessment Window Incorporates Distribution Time Complexity: Medium Impact: implementation, specification and standards Distribution time would be incorporated into the assessment window Approval services never exceed the up to time in column B Approval services receive less than their full approval time in column B, expected to be seconds Subcommittee considers this a viable solution

3. Clarify Standards Complexity: Low Impact: standards Revise standards to clarify that excess time from the distribution window (column A) is added to column B Approval Service’s assessment time could exceed the up to time in column B, expected to be seconds Subcommittee considers this a viable solution

4. Delay Approvals Complexity: Medium Impact: implementation, specifications and standards Requires the full one minute for distribution in column A before Approval Service may act Results in an artificial assessment time Subcommittee did not consider this an appropriate solution

5. No Changes Complexity: none Impact: none Consider the standards and specification to hold sufficient clarity that the industry requires for utilizing e-Tags and interchange Would not clarify the question raised by the requestor Subcommittee did not consider this an appropriate solution

Two viable solutions Option 2: Assessment window incorporates the distribution time No approval service will receive the full assessment window Would result in faster processing by up to 59 seconds Will alter all tag processing functionality May need to address how INT 006-4 is impacted Option 3: Clarify the standards Clarifies assessment may occur before the distribution window’s time expires May be in the Approval Service processing queue more than column B time Ensures that the Approval Service will have the full approval window No changes to the current tag processing functionality

Example: Interchange Submitted <1 hour and ≥ 15 minutes prior to ramp start Option 2: Assessment window incorporates the distribution time. Requires revisions to software, standards, and specification. 00:14 Option 3: Clarify the standards. Requires clarification to WEQ 004 that the any extra time from distribution window will be provided to assessment window.
