European Social Fund (ESF) Programme 2014- 2020 Stakeholder Workshop: Shaping the future SCR programme 2020-2023 6 February 2019 Notes:

AGENDA Welcome and introductions The SCR ESIF Programme, Where we are now and where we want to be Stakeholder feedback (circa 1 hour) Networking Do you want to reflect on it? Send us an email before Friday or leave us a note on a chair. We will pick that up and include it.

SCR ESIF PROGRAMME (Structural & Investment Funds) - National allocation = ESF & European Regional Development Fund (ERDF) Managing Authority = Dept. Work and Pensions (DWP) Programme delivered in 7-year periods, now 2014-2020 programme Spend up to 2023 Investment based on “additionality” requiring “match” funding Contains priorities with fixed output requirements and ringfenced allocations

Framework for investment These are fixed Priority axis Thematic Objective (SCR ESIF Programme) ESF Investment Priority ESF Output indicators (Detail in packs) 1: Inclusive Labour Markets   Promoting sustainable and quality employment and supporting labour mobility 1.1 - Access to employment for job-seekers and inactive people, including the long-term unemployed and people far from the labour market, also through local employment initiatives and support for labour mobility O1, O4, O5, O6, CO01, CO03, CO14, CO16 R1, R2, R3, R4, CR06 1.2 - Sustainable integration into the labour market of young people (ESF), in particular those not in employment, education or training, including young people at risk of social exclusion and young people from marginalised communities, including through implementation of the Youth Guarantee O2, O5, O6, CO01, CO03, CO14, CO16 R3, R5, CR06 Promoting social inclusion, combating poverty and any discrimination 1.4 - Active inclusion, including with a view to promoting equal opportunities and active participation, and improving employability O1, O4, O5, O7, CO01, CO03, CO16 R1, R2, R4, CR02 2: Skills for Growth Investing in education, training and vocational training for skills and life-long learning 2.1 – Enhancing equal access to lifelong learning for all age groups in formal, non-formal and informal settings, upgrading the knowledge, skills and competences of the workforce, and promoting flexible learning pathways including through career guidance and validation of acquired competences O1, O4, O5, O6, CO14, CO16 R3, R6, R7, R8 2.2- Improving the labour market relevance of education and training systems, facilitating the transition from education to work, and strengthening vocational education and training systems and their quality, including through mechanisms for skills anticipation, adaptation of curricula and the establishment and development of work-based learning systems, including dual learning systems and apprenticeship schemes CO23 R9

Current thoughts Priority £m Programme Outline 1.1 £4.9 Sector specific programme for job seekers & inactive people clear focus on up-skilling linked to active labour market information and real job opportunities. This could focus on developing skills needed for the 4th Industrial Revolution. 1.2 £1 Sector specific skills programme for young people seeking work and at risk of becoming not in education, employment or training with a clear focus on job relevant skills 1.4 £7.8 A focused package of programmes which include: flexible support provision aligned to employment programmes in the SCR a programme to reduce digital inequality amongst this key group support for migrant workers who are unemployed and non-English speaking targeted support for people with physical and mental health conditions living in areas of disadvantage building on learning from our current Health Led Employment Trial.

Current thoughts Priority £m Programme Outline 2.1 £7.2 A series of focused packages of work aligned to supporting current and future employment programmes, including: Flexible informal learning provision to increase employability/confidence to upskill  A pathway to higher level digital skills A programme to grow skills and support in work progression for those who are disadvantaged in the work place (e.g. a mental and or physical disability, English as a second language) 2.2 £3.6 Working with Higher and Further Education this would include a programme to support knowledge transfer with a focus of under and post graduate work projects and graduate retention.  It would also contain an in-work progression project providing support for both employers and employees for those who are disadvantaged in the work place (e.g. a mental and or physical disability, English as a second language)

Objective of this morning = bring out a strong, deliverable programme that adds value Get some ideas from you = is this ok? Anything missing? Better ideas? Scale = SCR wide/ LA Level?? What needs to be built into the specs? What do we need to take account of (links to existing support, referral routes etc) What are the minefields we need to avoid? Start stakeholders thinking about future delivery mechanisms = form consortia, thinking about potential match

SESSION TWO = 20 MINS What do the specifications need to take account of locally? Existing ways of working, programmes etc. Scale? What’s realistically match? Time for networking
