Animal Production Food Safety OIE objectives Consider all food hazards of animal origin before slaughter and primary processing of products Emphasis on measures applicable at farm level Ensure food safety is taken note of in all OIE work Consider other standard setting bodies’ work (cooperation with Codex)

APFS WG activities Review Chapters for animal and public health implications Harmonize terminology with Codex and cross-reference standards Integrate animal and public health measures where appropriate Work with Codex in developing joint guidelines on identification and traceability Joint work on antimicrobial resistance

APFS WG documents in progress “Role and functionality of Veterinary Services in food safety through the food chain” “Control of hazards of public and animal health importance through ante- and post-mortem inspection” “Guidelines for good farming practices” Revision of TB Chapter Revision of Chapters on antimicrobial resistance

APFS WG documents in progress Role and functionality of Veterinary Services in food safety through the food chain In 70% of OIE MC Vet. Services are in charge of both animal and public health Future OIE Code Chapter To help MC reform their administration to ensure effective links between animal health and public health

APFS WG documents in progress Control of hazards of public and animal health importance through ante- and post-mortem inspection Risk assessment Establishment of policies and measures Design and management of inspection programs to deliver public and animal health objectives Assurance and certification of appropriate delivery Dissemination of information throughout the chain Notification of presence of listed diseases Conformity with WTO obligations

APFS WG documents in progress Control of hazards of public and animal health importance through ante- and post-mortem inspection Veterinary involvement in risk assessment associated with ante- and post- mortem inspection is essential. Institutional approaches that bridge public and animal health sectors at national level replace traditional focus on regulating individual production systems, shifting to one of ensuring confidence overall regulatory frameworks at all levels

Guide to Good Farming Practices APFS WG documents in progress Guide to Good Farming Practices help competent authorities and stakeholders, especially farmers covers the “farm end” of the food chain the recommendations complement the responsibilities of the competent authorities at the farm level

Coordination with Codex Alimentarius Codex Alimentarius is responsible for developing standards on food safety and public health, while OIE is responsible for standards for animal health and zoonoses. Increased collaboration between OIE and CAC will ensure standards that bridge public and animal health interests in the ‘production to consumption continuum’.

Coordiation with Codex Alimentarius Areas of cooperation with Codex Zoonoses Pre-Harvest Food and Feed Safety Control, Inspection and Certification Procedures Traceability Veterinary Drugs and Antimicrobial Resistance

Coordiation with Codex Alimentarius OIE involved in work of Codex Committees Codex Committee on Meat Hygiene Codex Committee on Milk and Milk Products Codex Committee on Residues of Veterinary Drugs in Foods Ad hoc Task Force on Animal Feeding Codex Committee on Food Hygiene

Aquatic animal health standards

OIE Aquatic Animal Health Code The Aquatic Animal Health Code (AAHC) provides international standards in order to ensure the sanitary safety of international trade in aquatic animals and their products Under WTO SPS Agreement Associated with the OIE Manual of Diagnostic Tests for Aquatic Animals

OIE Aquatic Animal Health Code Increased importance (in past 20 years the export of aquatic products had a strong continuous growth) OIE national aquatic focal point

OIE Aquatic Animal Health Code Structure Disease notification system Import Risk Analysis Import/export procedures Diseases of fish Diseases of molluscs Diseases of crustaceans Model certificates

OIE Aquatic Animal Health Code Work in progress List of diseases - new listing criteria (IPN, BKD, KHV, Mikrocytos mackini, P.olseni, NHP, IMN [under study] ) Standardisation of aquatic disease chapters Safe commodities Compartmentalisation Definitions: zone (buffer & infected), water catchments Harmonisation with Terrestrial Code

The OIE AAHC Future work Continuous revision based on latest science Amphibian diseases ?
