Parent and Family Engagement Policy – General Overview Both the District and the Title I, Part A school must have a written Parent and Family Engagement Policy: Developed jointly with parents and family members Agreed upon by parents and family members Distributed to parents and family members The Parent and Family Engagement Policy must be developed, reviewed, and revised annually with input from parents and family members. Refer to slide #29 and #34 for more detail on P.L. 114-95, Section 1116 Parent and Family Engagement

What is a Parent and Family Engagement Policy? A Parent and Family Engagement Policy explains how the school district or the school itself supports the important role of parents in the education of their children. Every school district that receives Title I money must have a Parent and Family Engagement Policy.

School Parent and Family Engagement Policy Requirements The following is a general overview of the minimum requirements. The School Policy must describe how the school will: Involve parents and family members in developing the policy Involve parents and family members in developing the Schoolwide Plan (CIP) Build capacity for effective involvement of parents and family members Refer to slides #34, #35, #36, #37, #38 and #41 for more detail on P.L. 114-95, Section 1116 Parent and Family Engagement

School Parent and Family Engagement Policy Requirements The following is a general overview of the minimum requirements. The School Policy must describe how the school will: Conduct an Annual Title I parent meeting Provide timely information about programs including an explanation of the curriculum and assessment used Jointly develop with parents and family members a School-Parent Compact Review and evaluate policy annually with parents and family members Refer to slides #34, #35, #36, #37, #38 and #41 for more detail on P.L. 114-95, Section 1116 Parent and Family Engagement

What is needed for the Compliance Review in November? Title on policy states “Parent and Family Engagement Policy” with appropriate school year Policy with revision date (MM/DD/YYYY) Dated communication to parents and family members Dated agenda with noted item stating “Parent and Family Engagement Policy – Review/Revise” Dated sign-in sheet with correct title Policy in English and Spanish (language format) Hard copy of Parent and Family Engagement Policy (English and Spanish) NOTE: Format and Language that Parents Understand - All information must be formatted in a language that parents can understand. Revision Date Scenarios Meeting with parents on 5/1/19- Parents reviewed the policy and no revisions were needed. 5/1/19 would be used as the revised date. Scenario #2 Meeting with parents on 05/1/19 – Parents reviewed the policy and no revisions were needed. CLT reviewed and approved Policy on 5/15/19 with no changes made to the policy. 5/1/19 would be used as the revised date because parents were involved in the revision of the policy. Scenario #3 (using the current revised date) Meeting with parents on 5/1/19 – Parents reviewed the policy and there were revisions. Another meeting was held with parents on 5/21/19 – Parents reviewed the policy and no additional revisions were needed. 5/21/19 would be used as the revised date. Note: The revised date is not the date that the policy was typed.

School and Parent Compact - General Overview (Key Components) How the school will enable students to meet the State’s challenging academic standards by: Providing high-quality curriculum and instruction Providing a supportive and effective learning environment Building and developing a partnership between the school and parents and family members How the parent and family members will enable students to meet the State’s challenging academic standards by: Participating in decisions relating to the education of their child Providing support for their child’s learning Volunteering in their child’s classroom and encouraging positive use of extracurricular time Refer to slides #38 , #39 and #40 for more detail on P.L. 114-95, Section 1116 Parent and Family Engagement

What is a School-Parent Compact? The school-parent compact is a commitment from the school, the parent and family members, and the student to build and develop a partnership to help children achieve the State’s high standards. The school-parent compact serves as a reminder and commitment of each stakeholder’s shared responsibilities for student learning. Compact in English and Spanish (language format) Hard copy of School-Parent Compact (English and Spanish) School-Parent Compact Certification Elementary Only: Dated sign-in sheets of parent- teacher conference must state “School-Parent Compact Conference.” Elementary Grades Only - If a school has an elementary campus number, then all grade levels at that campus should have the parent-teacher conference regarding the compact. If a school does not have an elementary campus number but has any configuration of grades K-5 on that campus, then parent- teacher conferences to discuss the compact should be held for grades K-5 at a minimum. What does public law say about the District Parent and Family Engagement Policy Requirements? (a) LOCAL EDUCATIONAL AGENCY POLICY– (2) WRITTEN POLICY—Each local educational agency that receives funds under this part shall develop jointly with, agree on with, and distribute to, parents and family members of participating children a written parent and family engagement policy. The policy shall be incorporated into the local educational agency’s plan developed under section 1112, establish the agency’s expectations and objectives for meaningful parent and family involvement, and describe how the agency will— SEC. 1116. (b) SCHOOL PARENTAL AND FAMILY ENGAGEMENT INVOLVEMENT POLICY – (1) IN GENERAL – Each school served under this part shall jointly develop with, and distribute to, parents and family members of participating children a written parent and family engagement policy, agreed on by such parents, that shall describe the means for carrying out the requirements of subsections (c) through (f). Parents shall be notified of the policy in an understandable and uniform format and, to the extent practicable, provided in a language the parents can understand. Such policy shall be made available to the local community and updated periodically to meet the changing needs of parents and the school. SEC. 1116. PARENT AND FAMILY ENGAGEMENT (b)(1) Back

(c) POLICY INVOLVEMENT – Each school served under this part shall: (1) convene an annual meeting, at a convenient time, to which all parents of participating children shall be invited and encouraged to attend, to inform parents of their school’s participation under this part and to explain the requirements of this part, and the right of the parents to be involved; (2) offer a flexible number of meetings, such as meetings in the morning or evening, and may provide, with funds provided under this part, transportation, child care, or home visits, as such services relate to parental involvement; (3) involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parent and family engagement policy and the joint development of the schoolwide program plan under section 1114(b), except that if a school has in place a process for involving parents in the joint planning and design of the school’s programs, the school may use that process, if such process includes an adequate representation of parents of participating children; Back SEC. 1116. (4) provide parents of participating children— (A) timely information about programs under this part; (B) a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the achievement levels of the challenging State academic standards; and (C) if requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible; and SEC. 1116. (2) address the importance of communication between teachers and parents on an ongoing basis through, at a minimum — (A) parent-teacher conferences in elementary schools, at least annually, during which the compact shall be discussed as the compact relates to the individual child's achievement; (B) frequent reports to parents on their children's progress; (C) reasonable access to staff, opportunities to volunteer and participate in their child's class, and observation of classroom activities; and (D) ensuring regular two-way, meaningful communication between family members and school staff, and, to the extent practicable, in a language that family members can understand.
