Wind Energy Transmission Texas, LLC (“WETT”) is a transmission-only regulated utility

500 circuit miles of 345 kV transmission six 345 kV substations

11 counties in West Texas 20,000 square mile area

Connections WETT has 0 end-use customers 4 TSP connections 5 windfarm connections providing power to the ERCOT grid

Field Office – Big Spring, TX Maintenance yard with spare parts Minimum equipment for minor maintenance requirements 4 Full-time Substation Maintenance Technicians

Substation Technician Responsibilities Switching Troubleshooting Maintenance of all substation equipment (relay and protection schemes, metering devices, breakers, switches, battery banks, emergency generators, etc.) Right-of-way inspection and limited maintenance

WETT has master service agreements with a multiple contractors to perform significant tasks: Substation construction Transmission construction Major maintenance Aerial inspections

Contractors: Pre-negotiated terms and conditions Technicians trained specifically in WETT operations and safety procedures Overseen by qualified WETT field personnel for safety and efficiency

Due to this strategic arrangement with contractors, WETT does not have crews or equipment available to other companies for storm restoration services associated with transmission facilities.

Possible WETT post-storm support: Initial response for safely securing storm damaged transmission facilities 1-2 employees for transmission switching Transmission restoration work (WETT could coordinate its contractors to assist another utility, if they are trained for their specific type of equipment.)
