Actions Needed to Move Forward Enhanced interaction within regional TSO networks Extension of global outreach Focus of technical cooperation Challenges Faced by TSOs in Enhancing Nuclear Safety and Security - Tokyo - 26 Oct. 2010

Enhanced interaction within regional TSO networks Effective legal and contractual frameworks Efficient modes of interaction and cooperation Functional internal coordination Consistent external appearance Proposal: The IAEA could develop an IRRS concept for TSOs and also for TSO networks. This could be done by setting up a respective working group with representatives from TSOs, networks and regulators, coordinated by the IAEA. Extension of global outreach Contact to other networks and TSOs (e.g. ETSON to ANSN and JNES) Identification of areas of common interest Evaluation of TSO performance Establishment of Codes of Conduct Proposal: The objective of the aforementioned actions should be the establishment of a global TSO forum. The IAEA should support and coordinate these efforts. The next conference could be a good occasion to set up such a global TSO forum. Focus of technical cooperation Harmonization of nuclear safety, Enhancement of contributions to R&D programs and to GNSSN Consolidation of shared training and tutoring Proposal: These efforts have potential benefits for newcomer states. The IAEA could integrate these activites into a comprehensive concept to support newcomer states in building up their own TSO capabilities.
