Huntsville City Schools – 3rd Benchmark Assessment Report Financial Flexibility – Proposal Provide HCS Foundation Funding via a Block Grant Huntsville City Schools – 3rd Benchmark Assessment Report Allow HCS to submit Local Education Agency Personnel System Report (LEAPS) Report in terms of a District Foundation Matrix – teacher counts within a matrix corresponding to the State Salary Matrix without regard to their school assignment. Allow HCS to allocate certified staff to the State Salary Matrix from highest to lowest cost regardless of funding source and location until all earned Foundation Units are allocated. Using the Data Provide HCS a block grant from ASDE for foundation units based upon the foregoing Foundation Matrix. Allow HCS to expend Foundation Unit Grant Funds on any education program within HCS – Certified Labor, Non-Certified Labor, Capital, Supplies, Technology, and Services. Allow HCS to apply Foundation Grant Funds based upon school needs and current year enrollments rather than where units were earned in the prior year.
