Turnkey Asset Maintenance Services Contracts: Overview Initially mandated by HB 667, which required that (with few exceptions) all maintenance on the Commonwealth’s Interstate roadways will be accomplished under contracts awarded by the Commonwealth Transportation Commissioner and approved by the Commonwealth Transportation Board. Two initial contracts covered Route I-64 Williamsburg (East) and Charlottesville (West). Four contracts followed: two in Richmond, one each in Salem and Bristol. 100% of Commonwealth’s Interstate roadway maintenance outsourced in advance of due date of July 1, 2009.

Evolution of TAMS Contracts Significant Changes to TAMS Contract Management as enacted by VDOT which remain in effect today: At least two and possibly three MRP evaluations will be conducted annually. A 5% sample of 1/10th mile Interstate roadway segments is chosen from the total population of 1/10th mile segments on a specific contract. Within each 5% sample, 100% of the assets are evaluated. During the MRP evaluation, the third-party data evaluators are accompanied by the VDOT Contract Administrator (CA) and may be accompanied by the TAMS vendor. The VDOT CA has the option of exercising Discretionary Consideration on assets evaluated as failing.

Evolution of TAMS Contracts As of September 2013 there are 13 active TAMS contracts. Three Northern Virginia contracts, I-95/395, I-495, and I-66, have similar performance and evaluation criteria, based on modifications made as a cost-saving measure by VDOT. Five Contracts, I-64 West Culpeper, I-64 East Williamsburg, Richmond South, Salem and Staunton South follow a new TAMS contract template which incorporates cost saving modifications while maintaining performance criteria specific to the service area. Four Contracts, Richmond North, Bristol, Hampton Roads, and Staunton North are managed by VDOT and also follow the new TAMS Contract template as referenced above. The Woodrow Wilson Bridge (WWB) TAMS Contract is unique in that it represents a partnership with the Maryland State Highway Administration.
