Funded by the Erasmus+ Programme of the European Union Program: Erasmus+Capacity Building in Higher Education   Project Title: Enhancement of HE research potential contributing to further growth of the WB region Tradition and Innovation - Changing Roles of Universities University and regional development Prof. dr Pavle Sekeruš

Evolution of the the role of universities Traditional university almost exclusively concentrated on education and research Universities today are supposed to participate in regional development and to become actor in regional innovation system

Third role of the university Universities expected to become involved in external collaboration and it is supposed to be their third role, in addition to education and research.

Triple Helix Universities expected to disseminate knowledge, promote the social impact of scientific and cultural activities, stimulate commercialization and increase the applicability of research

University and regional development Various roles of universities can go from passive to increasingly strategic considering: Direct economic impact Creation of human capital and knowledge Transfer of existing knowledge Technological innovation Regional leadership Production of knowledge infrastructure

Certain models of university role in regional development Engaged university: adaptation of the university to the regional needs RIS (Regional innovation system): transfers knowledge to SME Mode 2 model: knowledge adapted in the direction of applicability, transdisciplinarity… knowledge connected to its environment Entrepreneurial university: commercialization of knowledge through spin offs and incubators

University, regional development and centralization Creation of human capital of enormous importance for the regional development Huge percentage of students and researchers remain in their study region after graduation, with the highest retention rate in metropolitan areas Regions need to keep students in order to prosper How to do that?

University of Novi Sad and Voivodina region Research and invention were on the way of becoming innovation (applicable somewhere in the society) at the Faculty of technical sciences in the nineties as a bottom up activity. Novi Sad is today center of Serbian ICT industries gathered in Voivodinian cluster of IT industries ANTARES TEAMING PROJECT AND BIOSENSE INSTITUTE

UNIVERSAL MODEL FOR SUCCESS DOES NOT EXIST Regional context demands adaptation of all models to specific needs of the region University place of conflicting interests in search of balance between fundamental research and application
