CONTRACTING OUT MAP ACTIVITIES RECOMMENDATIONS: EARLY TRAINING IN CONTRACT MANAGEMENT SKILLS SHOULD BE ORGANIZED RETENTION OF ACCOUNTING FIRM TO SUPPORT NAC/NAS W/ FMS EXISTING LOCAL PRIVATE CAPACITY SHOULD BE ASSESSED AT DESIGN RISKS OF MIXING-UP PUBLIC SERVANTS AND PRIVATE STAFF SHOULD BE CAREFULLY ANALYZED

MAP AUDIT RANDOM TECHNICAL AND FINANCIAL AUDITS TO ASSESS ACCOUNTABILITY INTERNAL/EXTERNAL AUDITING IS OF PARAMOUNT IMPORTANCE OVERALL MANAGEMENT SHOULD BE AUDITED THROUGH A MANAGEMENT LETTER TO BE ISSUED BY EXTERNAL AUDITOR

DEFINITION OF LOCAL RESPONSE The local response is the response of a community of people which is a group of individuals sharing common goals and/or interests. During the Lusaka ICASA Conference, the definition of local response was clarified as representing not only local partnerships, but the response of individuals form within a living environment of family and community as well as the workplace.

LOCAL RESPONSE NGOs, CBOs, FBOs, CSOs HAVE AN IMPORTANT ROLE TO PLAY IN MAP IMPLEMENTATION BUT… THIS ROLE MAY BE LIMITED DUE TO UNFAMLIARIRTY W/ BANK SIMPLIFIED PROCUREMENT PROCEDURES RECOMMENDATIONS: MAKE LARGER USE OF « FIDUCIARY MANAGEMENT FOR COMMUNITY DRIVEN PROJECTS » GUIDELINES KEY NGOs SHOULD BE ENCOURAGED TO SHIFT FROM DIRECT IMPLEMENTATION TO SERVICE PROVIDERS

FROM STRATEGY TO ACTION LOCAL RESPONSE: FROM STRATEGY TO ACTION CONTRACT FACILITATORS TO WORK WITH COMMUNITIES TO: Raise their awareness of the MAP project Develop action plan based on participatory planning and situation analysis Integrate anti-AIDS medium term plan into overall development plan, whenever possible Support implementation of subprojects Establish community-based M&E RESULT: AIDS-COMPETENT COMMUNITY

LOCAL RESPONSE: IMPROVING EFFICIENCY UTILIZING REPORT-BASED DISBURSEMENT PROCEDURES (FMR), WHENEVER FEASIBLE REVISIT OM AND AMEND BASED ON ACTUAL EXPERIENCE PROVIDE TIMELY RESOURCES TO COMMUNITIES IMPLEMENT CSOs CAPACITY BUILDING PLAN BASED ON ASSESSMENT PROVIDE ASSISTANCE FOR TRAINING COMMUNITIES AND CSOs’ MEMBERS FOR IMPLEMENTING COMMUNICATION STRATEGY USE INFO FROM COMMUNITY-BASED M&E TO FURTHER IMPROVE IMPLEMENTATION PROCESS

MONITORING & EVALUATION SYSTEM IS KEY BUT: SHOULD BE DESIGNED AS MANAGEMENT TOOL AND IN PAR WITH EXISTING CAPACITY RECOMMENDATIONS: FURTHER SIMPLIFY DESIGN INTENSIVE TRAINING PROGRAM FREQUENT EXTERNAL SUPPORT CONSOLIDATE LOCAL M&E INDICATORS TO REGIONAL AND NATIONAL LEVEL CONTRACT OUT TO MORE THAN ONE SINGLE LOCAL FIRM

MAP IS INTEGRATED PART OF NAP M&E SYSTEM SHOULD THEN COVER ALL ACTIVITIES UNDER NAP RECOMMENDATIONS: SETTING-UP INTEGRATED MANAGEMENT INFORMATION SYSTEM (IMIS). USE IT AS A TOOL: - TO BUILD PARTNERSHIP - COORDINATE AMONG ALL ACTORS FIGHTING AGAINST HIV/AIDS

CONCLUSION INTENSIVE SUPPORT NEEDED TO HELP BORROWERS ADDRESSING MAP IMPLEMENTATION ISSUES GIVEN THE NATURE OF ISSUES, SINGLE SUPERVISION MAY NOT BE SUFFICIENT TO ADDRESS THEM

CONCLUSION (continued) MAP SUPPORT MISSIONS COULD HELP: BRINGING BROAD OVERVIEW OF MAP DESIGN/IMPLEMENTATION DRAWING LESSONS AT EARLY STAGE UNDERTAKE TIMELY REMEDIAL SOLUTIONS FOR IMPLEMENTATION IMPROVE DESIGN OF FUTURE MAPs PROMOTE SOUTH-SOUTH KNOWLEDGE SHARING PURSUE AND INTENSIFY MAP IMPLEMENTATION SUPPORT MISSIONS
