Aim of Workshop AIM Design a solution for High Speed Broadband in County Donegal that meets or exceeds the targets established by the European Union and the Irish government 1/16/2019

EU Targets (2020) Irish Targets Aim of Workshop EU Targets (2020) Minimum 30Mbps available to all 100Mbps available to 50% of Europe’s households Irish Targets Minimum 30Mbps available to all (2020) 70Mbits - 100Mbps available to at least 50% of the population 40Mbits to at least a further 20% of the population (and to at least 35% around smaller towns and villages 1/16/2019

Assembled 12 experts from across Europe Approach to workshop Assembled 12 experts from across Europe Selected a representative part of Donegal (i.e. West) Set a challenge to solve = aim Sent Information to the Experts in advance Asked questions regarding Technical, Sustainability & Demand aspects Today’s Stakeholder Workshop 1/16/2019

Aim of Workshop AIM Design a solution for High Speed Broadband in County Donegal that meets or exceeds the targets established by the European Union and the Irish government Means 50 – 100 Mbits in case Study Area 1/16/2019

Today’s Workshop Overview Experts + Stakeholders Current Broadband provision Parallel Sessions Plenary Technical Solutions Business Models & Return on Investment Demand Stimulation & Observatories Presentation of 3 Sessions Discussion and Conclusions 1/16/2019

Session 1 - Technical Solutions Parallel Sessions Session 1 - Technical Solutions Session 2 – Business Models & Return on Investment Session 3 - Demand Stimulation & Observatories 1/16/2019

Parallel Session 1 - Technical Solutions The solution will take into account: Aim of Session broadband experts will suggest technical solutions for deploying High Speed Broadband (HSB) access in the case study area of Donegal Existing broadband access infrastructure Copper-based basic ADSL Fixed Wireless Access (FWA) 3G or basic GSM Mobile Network Other possible infra. electricity network Clean Water Sewage

Existing Infrastructure How would you upgrade this infrastructure to provide Next Generation Access (NGA) What approximate speed would each subscriber receive? Would the number of exchanges need to be increased Would the number of cabinets need to be increased How much would the total cost (in €uro) of the upgrade be assuming that each existing Cabinet is an average of 1 Kilometre from the exchange Do you know of any alternative or new solutions that could applied to this ADSL access infrastructure 1/16/2019

Parallel Session 2 – Business Models & Return on Investment Will examine approaches for governments and local authorities to consider when calculating the "Return-on-Investment" of investing in High Speed Broadband. This includes social, as well as economic returns. The role that communities and public-private-public partnerships can play in developing and paying for broadband solutions will also be examined. Explain why public non-profit broadband companies, established at county or regional level can help to deliver sustainable high speed broadband. What role could the local communities (in towns or villages) in Donegal play in helping to deliver High Speed Broadband? Are there models in existence which can measure the social or community return on investment of deploying HSB networks in rural areas, especially in cases where the business case is not clear? Which financial models do you think better fit into the current scenario? Which are the assumptions or considerations to bear in mind under this approach?

Parallel Session 3 - Demand Stimulation & Observatories Consider the role of "broadband observatories" at county, city or regional level in stimulating demand, assessing user need and developing sustainable High Speed Broadband solutions. Again, their applicability in County Donegal will be considered. What is the role of broadband observatories in a county, city or region, i.e., what do they do? What type of services should broadband observatories provide and to whom? How important are observatories in assuring the sustainability of HSB investments? In the case of Donegal, please explain key approaches or successful case studies for Building Awareness, Assessing Need and Stimulating Demand.

Parallel Session - Format Session = 2 hours (start 10:20) 10 Minute Presentation by each Expert 4 X 10 mins. per Expert = 40 mins. (finish = 11:00) Answers from Audience to Gaps in Expert Knowledge Discussion between participants & audience = 50 mins. (finish =11:50) Agreement on Conclusions 30 mins (finish 12:20) Rapporteur will record main points for reporting conclusions Facilitator/rapporteur will make report after lunch Component 3 activities By Jose Manuel San Emeterio & Anne-Mari Leppinen 1/16/2019
