Developing European standards for victimisation surveys Markku Heiskanen Kauko Aromaa European Institute for Crime Prevention and Control, affiliated with the United Nations (HEUNI)

Background: Open call for proposals from Eurostat on crime and victimisation surveys in 2005 - Policy against crime in Europe - Study the situation in Europe - Propose methods of harmonisation for a possible EU victimisation survey or module including actual questions

Population 2005 (EU-25) = 459 000 000 inhabitants Number of victimisations =

Aim 1. Describe the victimisation surveys in member states - Evaluate experiences of victimisation surveys in member countries (common and distinctive features) - Consultation with experts from several different member states - Co-operation with Eurostat and DG JLS - Take into account the ongoing work of UNECE and UNODC, in particular the task force on victimisation surveys

Aim 2. Detailed proposal for a victimisation survey or survey module List of topics to be covered at European level List of proposed actual questions List of recommendations for implementing the surveys (sampling, coverage of e.g. minorities, costs, risks, etc.)
