Research Phase, Indiana 811, Initial Notice, Verification

Utility Research Know how to get started: Review the project scope and intent Review the project schedule Know the UC process 105 IAC 13 Indiana Design Manual (IDM) Chapter 104 Utility Coordination Utility Accommodation Policy (UAP) INDOT Utility Coordination page http://www.in.gov/indot/2389.htm

Research Phase Identify the utilities located in the geographical limits of the project. 105 IAC 13-3-1(b). Responsibility of the Designer and the Utility Coordinator The process and locations where information may be located varies depending on the type of project.

Research Phase—Researching Permit Files 105 IAC 13-3-1(b)(1)(A)) Designer or Utility Coordinator checks the utility permit files to determine what Utility has been issued permits within the geographical limits of the proposed project

Utility Research Create the UC Schedule: INDOT’s SPMS contains most information needed to create the schedule and start the research INDOT PM or Utility Oversight Agent Reference post information www.in.gov/indot/2376.htm How does the schedule align with the project intent?

Utility Research Using the SPMS sheet, pull as much information as possible to begin the research. Such as but not limited to: DES Letting Assigned PM

Utility Research What is the product? After each Research step, record: Utility companies’ names, or no data found Name of person recording the information Date when information obtained Name of person supplying the information At conclusion of Research phase, summarize all information and submit to Designer and Oversight Agent

Utility Research Specific link to Authorized Rep http://www.in.gov/indot/div/public/utilities/secure/ UtilityAddressList.htm Username and password needed – use the link on the page to send an email to request the information

Utility Initial Notice Example: Information for research

Utility Initial Notice The initial notice is a letter used by the Department to inform a utility company of a proposed improvement project, 105 IAC 13-3-1(c). The utility company responds in writing to the initial notice with specific information, 105 IAC 13-3-1(d). The utility coordinator will prepare and send to each utility company identified in the research phase, as described in Section 2.01, an initial notice of the proposed improvement project. Use the standard initial notice letter which appears on http://www.in.gov/indot/3269.htm. The format for the standard initial notice letter is titled Initial Notice of Proposed Improvement. Address the letter to the authorized representative of the utility company, Section 1.04(03). Complete the required project information using information from the SPMS project schedule and the information provided by the project manager. Enter the utility coordinator’s name and contact information in the last paragraph. THINGS TO KNOW: Know who receives the Notice Include a map of the project area If no response within 30 days, follow up A project contact should be assigned

Utility Initial Notice Example: Initial Notice

Utility Verification Verification Includes Obtain accurate utility locations (811 does not typically get you to the level you need. It tells you that there is a utility there but does not give you a complete picture of depth or exact location.) Potential for SUE (Subsurface Utility Engineering will give you more detailed picture of the utilities and that is where you have to determine the level of SUE required) Septic systems and wells (Surveyors rarely capture this information at first pass. Well heads can be see but home owners tend to hide or decorate the septic tank cleanouts. If water and sewer locates do not show up then you have to assume there are wells and septic tanks)

Utility Verification Face-to-Face meetings. Discuss complications and types of facilities Discuss design alternatives Obtain accurate utility locations Avoid utility impacts whenever feasible Ballpark estimate for relocation Establish reimbursable positions Discuss work in contract relocations Make sure everyone is on the same page.

Indiana 811 Indiana “Dig” Law IC-8-1-26 The survey is used to determine, measure, and record the locations of all utility facilities. The surveyor can request through Indiana 811 to have utility facilities located within the project limits, 105 IAC 13-3- 1(e) and IC 8-1-26. An operator that has underground facilities located in Indiana must become a member of the association

Indiana 811 Locate flags must be maintained during construction Notice must be received at least 2 full working days, but not more than 20 calendar days, prior to work Separate requests made if: Within incorporated area, every 1500’ In unincorporated area, every 2500’

Indiana 811 Locate markings Excavation responsibilities Know your colors for different utilities In the UAP the uniform color code system for utility markings is listed. Excavation responsibilities
