Developing a Comprehensive Electrical Program 2018 NFPA Conference & Expo 1/11/2019 6:12 PM 2018 NFPA Conference & Expo Developing a Comprehensive Electrical Program Presented by SeaRay Beltran, STS, CTCS, CST, CESCO, CSHEP, CEHSP, CEST, FMS Consultant/Trainer/SME (808)385-2729 / searaypi@gmail.com PIRM Group International, LLC (c) 2018 PIRM Group International, LLC (c) 2018

Key Takeways for this session 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Key Takeways for this session Establish an electrical safe workplace Ensure management provides financial and leadership support under the OSHA law. Follow Regulations, Codes, and Standards (OSHA and NFPA 70E) Understand qualified person, labels, manufacture This applies to all work operations at most facilities Train your employees and provide updates Revisit your ESP every 3 years and do updates as needed PIRM Group International, LLC (c) 2018

Challenges to Implementing Workplace Electrical Safety Program 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Challenges to Implementing Workplace Electrical Safety Program The majority of facilities work to comply with OSHA by implementing NFPA 70E. In some instances, however, facility managers (FM) seeking to implement these safety requirements face internal challenges. Lack of resources can be one challenge, but misconceptions also can prevent full compliance, specifically the beliefs that: A, Electrical hazards are not really a problem. B, Labelling and arc flash analysis is not mandatory and/or costly. PIRM Group International, LLC (c) 2018

2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Developing a Comprehensive Electrical Program Whose’ standards do I follow? Answer: OSHA & NFPA As part of your organization/facility overall safety and health program, an electrical safety program (ESP) shall have been established. The program is designed to assist in compliance with Occupational Safety and Health Administration’s Electrical Training, Selection and Use of Work Practices, Use of equipment, and Safeguards for personnel protection (OSHA) standards, 29 CFR 1910.332 – 1910.335. And NFPA 70E Electrical Safety in the Workplace. or PIRM Group International, LLC (c) 2018

OSHA = “Shall” & NFPA 70E = “How” 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo OSHA Electrical Sub Part “S” and NFPA 70E OSHA = “Shall” & NFPA 70E = “How” Shall comply with the law. Standards and Codes could be complicated and hard to understand VS Well put together and easy to follow E.S. guide book PIRM Group International, LLC (c) 2018

Comply with OSHA Electrical Sub Part “S” 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Comply with OSHA Electrical Sub Part “S” By following NFPA 70E 2018 Things you’ll need to build a successful ESP A documented system consisting of electrical safety principles, policies, procedures, and processes that directs activities appropriate for the risk associated with electrical hazards. Electrically Safe Work Condition (ESWC), is a state in which an electrical conductor or circuit part has been disconnected from energized parts, locked/tagged in accordance with established standards, tested to verify the absence of voltage, and, if necessary, temporarily grounded for personnel protection. PIRM Group International, LLC (c) 2018

Components Starting Point for ESP 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Components Starting Point for ESP Chapter 1 of this standard is divided into five articles. Article 100 provides definitions for terms used in one or more of the chapters of this document. I.e Arc Flash Hazards , boundary, qualified person, voltage, etc Article 105 provides for application of safety-related work practices and procedures. I.e Employer and employee responsibility, contractor, etc Article 110 provides general requirements for electrical safety-related work practices and procedures. I.e inspections, risk assessment, human error, job briefing, audit PIRM Group International, LLC (c) 2018

Components Starting Point for ESP 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Components Starting Point for ESP Chapter 1 of this standard is divided into five articles. Cont. Article 120 provides requirements for establishing an electrically safe work condition. I.e LOTO & Program, Testing, ESWC Article 130 provides requirements for work involving electrical hazards. I.e energy electrical work permit, shock risk assessment, AFRA, & tables, PPE and PPE Labels Informative ANNEX A to Q (E through Q for sure) PIRM Group International, LLC (c) 2018

Electrical Safety Program 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Ready to begin Electrical Safety Program Establish a written document of the company standards operation policy (SOP) regarding Electrical Safety that is: Comprehensive with commitment Reviewed and supported by management/stakeholders Address all the key elements of ESP (See Slide 9 & 10) Ensure full aligned with OSHA subpart S Electrical standards and NFPA 70E & 70B Conduct arc flash Hazard, Risk Assessment and Analysis Provide training annually and PPE to those effected Review and update ESP if needed every 3 years. PIRM Group International, LLC (c) 2018

Conclusion 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo 1/11/2019 6:12 PM 2018 NFPA Conference & Expo Conclusion In conclusion, it is my opinion that OSHA does drives the need for the ESP with the help of NFPA 70E, when it comes to an effective electrical safety program (ESP). To ensure safety of all those working with electrical equipment including maintenance personnel that they should be “Well Trained and/or Qualified” and have a basic knowledge on these codes and standards. PIRM Group International, LLC (c) 2018
