Transport Sector in Palestine Transport Sector Strategy, January 2000 Infrastructure Assessment, June 2004 Transport Sector Strategy Note, October 2007 Public Transport Sector Development Strategy, April 2009 Enhancing Women Mobility in West Bank, Northern West Bank Case Study, July 2009 Strategic Assessment on Energy Efficiency and Security for Public Transport in the West Bank, October 2009 Public Transport Tariff Setting, June 2010

Transport Sector in Palestine Context and programme objectives including: Current systems, Institutional networks and capacity, The political, economic and fiscal situation, The PNA’s broader aims and objectives, The political constraints imposed by Israel, and The donors who now provide development funds.

Transport Sector in Palestine The Transport Sector Strategy Note (TSN) provides a road map on key priority areas and recommends the following: To focus on feasible and practical improvements to the transport system that are within the PNA’s scope for action and with clear economic payoff in terms of improving access and reducing costs in the short-term; To rationalize the institutional framework so that roles and responsibilities are clear, rules can be established and enforced, and institutions can be held accountable for performance; and To lay the foundation for future actions to be undertaken once the necessary prerequisites are in place.

Transport Sector in Palestine A two-phased program has been outlined: An immediate short-term program focused on practical and visible improvements to tackle major transportation issues to ease the critical constraints and reduce travel cost and time; and A medium- to longer-term program aimed at development and reactivation of major transport assets and movement, as a necessary condition of revival of economic activity, which is also dependent on the parties’ cooperation on issues of access and movement.

Where do we go from here ? A Regional Cross-Border Trade Facilitation and Infrastructure Project for Mashreq Countries
