DREAM Project Context Decision Support and Real Time EO Data Management (DREAM) project ID G511-024GR ESA Technology Project (GSTP-5 Element 1 Work Plan) Project is executed by an industrial consortium as an ESA Contract after an open ITT Focuses on two institutional users needs EMSA & EUSC Support from A, B, CZ, F, I, NL Budget 2.3M€ Duration 24 months, 2 Phases RSS

DREAM Project High-level Objectives This project shall address all the issues which arise when a decision process needs to exploit information based on EO data which may be acquired and made available within a pre-defined time window, as well as the need to act on specific events. It covers: Identification of most suitable EO data / resources Analysis of data available in the archives Availability of reference coverage(s) Feasibility analysis of satellite acquisitions in the area(s) of interest Identification of the "best" patchwork of acquisitions and set up of contingency plans Product Ordering Dynamic transfer of EO data towards the decision support system Online data access Definition of technology to be used, architecture and possible ICDs to the Sentinel 1 and 2 Mission Planning component Data integrity in the procurement and distribution of EO data RSS

DREAM Project High-level Approach Identify / Collect current and future “desirable” requirements over sensor, missions and data provision e.g. optical data for EMSA, European missions for EUSC On the basis of collected requirements, Define / update the end-to-end operations concept for: EMSA Earth Observation data planning and acquisition requirements EUSC Earth Observation data planning, acquisition and EO data access requirements Define / Prototype an end-to-end solution / system supporting relevant use-cases and requirements, taking into account available infrastructure within EUSC and EMSA Define / Prototype the MMGS infrastructure in support of above defined end-to-end solution Integrate state-of-the art technologies / functions / interfaces available for EO data identification and supply to DSS Identify gaps / improvements / evolutions in above techno. / functions … RSS

DREAM Project High-level Organisation The ESA technical officer will be supported by a Technical Committee with participation of at least one representative from EMSA and EUSC staff EMSA and EUSC provide in kind contributions to the project with participation to: requirement and use case definition, participation in the project reviews and acceptance and demonstration phase (which in EUSC implies participation of at least the data manager and technical manager, in EMSA ….), it is expected that the demonstration may be performed with data provided by ESA or acquired directly by EUSC (high resolution commercial products), as well as with project contributions EUSC is interested in receiving products directly in a reference server for the background layer RSS

Assumptions and Constraints 1-2 The business cases which are used as test and demonstration are the decision support process within the EUSC commercial procurement of EO products and their actual delivery The decision support process within EMSA for the use of Radar and optical products, both during monthly planning and event response The bi-lateral relationship between ESA, EMSA and EUSC are already ruled by a memorandum of understanding which covers technical activities and exchange of expertise There is no exchange of funds between ESA and EMSA, EUSC There is no overlap between GSTP and other programmatic activities (notably GMES) RSS

Assumptions and Constraints 2-2 The GMES programme addresses the use of EO data for the delivery of services with particular emphasis for global monitoring. The HMA standardisation activity has been an opportunity for the evolution of standards and technologies have to take decisions (upon data acquisition) in short timeframe. RSS

Workshop objectives Elicit the definition of scenarios and requirements Establish the direct contacts between the industrial consortium and the institutional partners
