Farm Assistance Programmes To improve milk quality Extension services provided to all suppliers Pre-finance of inputs and small loans only to the larger and loyal farmers Farmers association serves small farmers with a full package including credits

Impact of VC on Romanian dairy sector Improved quality performances and higher yields at individual farm level; Minor impact on sector level as very few farmers receive assistance

Government actions to strengthen positive VC impacts (and limit exclusion of small farms) Extension (improve quality awareness, improve knowledge and skill to comply with standards) Credit access (improve farmers’ creditworthiness) Enforcement of quality standards (create level playing field) Establishment of farmers associations (remove legal obstacles, show benefits)
