Operations Focus is on serving local agencies. Every jurisdiction should have local support plans and operating guidelines. Every jurisdiction should be prepared to request assistance when needed. Every jurisdiction should have plans to provide mutual aid to their neighbors. 12/6/2018

Where Does the District Fit? A number of District areas have District or regional nets. Districts should develop a plan to provide mutual aid within the District. 12/6/2018

Where Does the Section Fit? The Section provides support across District boundaries when needed. The Section supports Section-wide needs as may be requested by Section authorities such as GEMA. The Section supports local needs when assistance is needed. 12/6/2018

Specific Support Preparing document templates that can be adapted by the local EC to their particular needs – Plans, MOU’s & Operating Guidelines. Actively participating in Emergency Managers Association of GA’s Communications Committee. Will meet with local EC and their local EMA director if desired. 12/6/2018

Activation Local as desired by Served Agencies – EMA, Red Cross, Public Health, etc. Based on plans developed in support of Served Agencies. A SKYWARN alert automatically causes spotter activation of ARES jurisdictions within the alerting area. 12/6/2018

Activation Section-wide or partial-section activations may be made by the SEC or his designated representative, including the DEC for GEMA at the request of GEMA. If extended support is needed by a local jurisdiction and no Section-wide activation has taken place, a request may be made by the EC to the responsible DEC and then the SEC for required support. Activation Section-wide or segments will be activated by the most expedient means possible – the GA ARES reflector, individual E-mails, the GA ARES paging network, telephone and Amateur Radio. 12/6/2018

Nets Section HF nets are normally activated in response to requests either by GEMA or a local EMA needing communications with GEMA. Section nets may be activated prior to an event based on Section-wide preparations, typically resulting when a disaster declaration is made by the Governor. 12/6/2018

Section Net Operations Fall under the direction of the Section ARES Net Manager. Follow National Traffic System Methods and Practices Guidelines. Each local/regional net should establish a liaison station between the local/regional and Section nets. Tactical calls reflecting the jurisdictions will be used, i.e., GEMA, district name, county name. 12/6/2018
