LC’s Vision & Mission Vision: For GAO to be a leading Learning Organization in the federal government. Mission: In partnership with our GAO customers and stakeholders, we are committed to championing and efficiently providing quality learning and development aligned with GAO priorities to create a workforce that continuously improves individual, team, and organizational effectiveness. 1921 Law established The General Accounting Office. The law was aimed at improving federal financial management after World War I. Wartime spending had increased the national debt and legislators saw that they needed better information and control over expenditures. The Budget and Accounting Act required the President to prepare a unified annual budget for the federal government. It also transferred to GAO auditing, accounting and claims functions previously carried out by the Department of the Treasury. The act made GAO independent of the executive branch and gave it a broad mandate to investigate how federal funds are spent.
