San Diego Housing Commission Slide # SDHC is one of 39 participating public housing authorities nationwide. Moving to Work (MTW) statutory objectives: Reduce administrative costs to more efficiently allocate federal funds; Provide incentives for low-income families to become self-sufficient; and Increase housing choices for eligible low-income families.
