CONTRACT PFC Requirements: Has prior service with six or more months of active duty High school graduate and has evidence of successful completion of a 2-yr Reserve Officer Training Course (ROTC/JROTC) Evidence of completing 15 semester hours/22 quarter hours of college level courses from an accredited institution (AIPE listing) and has minimum GPA of 2.3 or better on 4.0 scale Have two referrals who enlist prior to Marine completing boot camp

Composite Scores Timeliness is critical ! Late reporting of training data will cause composite scores to “zero out” No in-grade pro/con marks will also cause scores to “zero out”

USMC Composite Scores January April July October February March May Member’s eligibility will start on the first month of the promotion quarter in which the required time in grade is met. Time in grade and time in service is calculated through the end of the promotion quarter. Refer to chart in paragraph 24001a of the Enlisted Promotion Manual January February March April May June July August September October November December

USMCR Composite Scores Marines must meet the time in grade (TIG) requirement by the 2nd day of the promotion month. Time in grade and time in service is calculated up to the last day of the month prior to the promotion month. Refer to chart in paragraph 24001(b) of the Enlisted Promotion Manual January April July October

Composite Score Cutoff Dates The cutoff dates for all data elements for computation of composite score is approximately 40 days prior to the beginning of the promotion quarter (will always be on the 20th of month). For example, May 20th is cutoff date for 3rd quarter. 1st Quarter January February March 2nd Quarter April May June 3rd Quarter July August September 4th Quarter October November December

Not Recommended (NonRec) Report any Marine not recommended for promotion (NonRec) in MOL by the 15th of the month prior to promotion month Once reported, a NonRec cannot be deleted.

Recompute or Remedial? Command action via UD/MIPS: TTC 287-002 Recompute Composite Score TTC 287-003 Request Remedial Selection Recompute Composite Score can be ran for current promotion quarter only Request Remedial Selection can be ran for current month only Requests may be submitted to MMPR-2 in cases where command action cannot be taken

Remedial Promotions Request must be submitted by command to MMPR-2 via naval letter or message (AMHS) – see Figure 2-2 of ENLPROMMAN for format MMPR-2 will process within 30 days of receipt

SNCO Withhold Process Commanders MUST notify MMPR-2 immediately via naval message MMPR-2 will delete “SELGRD” to prevent erroneous promotion Command must submit full detailed report to PR-2 within 30 days of initial notification, endorsed through chain of command (up to first-level general officer) – “By direction” signatures are not authorized Once delayed, command must submit further detailed report to request delivery, further delay, or revocation of promotion

SNCO Remedial Promotions Chapter 3, Section 6, ENLPROMMAN May be submitted by individual Marine without going through chain of command Demonstration of “due diligence” is critical Multiple reasons for approval/disapproval 10-12 ERSB’s held annually
