Background and Introduction March 2017 - BC AFN Special Chiefs Assembly Governance Committee was formed (Resolution 2/2017). October 2017 - BC AFN Annual General Assembly Chiefs-in-Assembly extended committee’s mandate for one more year so it could complete its work (Resolution 11/2017). The Committee was formed in response to concerns from membership about BC AFN’s governance documents and whether they were adequate to address issues that come up during the resignation of former Regional Chief Gottfriedson in March 2017. Since that time, the Committee has continued to work towards reforming the documents with the support of BC AFN policy staff and legal counsel.

Terms of Reference for Committee Purpose Review BCAFN policy manuals and provide recommendations at the BCAFN Annual General Meeting in 2018. Objectives To ensure that the Governance Documents: reflect the realities of the BCAFN and its political landscape; describe responsibilities to, and maintain accountability to the Chiefs-in-Assembly; address and rectify all existing gaps, errors, and inconsistencies in the Governance Documents; and are compliant with the new Societies Act and any other applicable laws and regulations, including the Human Rights Act.

Update on Progress From March – October 2017 the Governance Committee met 9 times, either by teleconference or in-person to discuss many draft changes, including provisions to address the following: Perceived conflict of interest for Acting Regional Chief (“Regional Chief Designate”) running in an upcoming election Terms and conditions for Regional Chief Designate during transition Procedures to review the Conduct of the Regional Chief

Update on Progress At the October AGM, the Chiefs in Assembly renewed the Committee’s mandate and extended the timeframe for its work. Since then, the Committee has met 3 times, and discussed additional draft changes, including provisions to address the following: Detailing proxy procedures for both elections and assemblies Providing more guidance for the Electoral Officer Ensuring that conduct of Chiefs in Assembly is consistent with BCAFN policies Ensuring that the Board’s roles and responsibilities under the Bylaws are consistent with legal duties under the Societies Act.
