Do you qualify to be a candidate? 18 years of age or older (on voting day – October 20) Be a Canadian Citizen A resident of BC for at least 6 months prior to filing nomination documents (March 13, 2018) Not be disqualified under the Local Government Act, or disqualified by law If you are a local government employee (including volunteer firefighters) you may take a leave of absence to run and resign employment when elected.

What are the jobs available? Village of Clinton: Mayor (1) or Councillor (4) (you can only apply for one position) Thompson Nicola Regional District (TNRD): Area E Representative (1) School District 74: Area C Representative (1)

7 Responsibilities of Council
Community Charter, Section 115 Every council member has the following responsibilities: To consider the well-being and interests of the municipality and its community; To contribute to the development and evaluation of the policies and programs of the municipality respecting its services and other activities; To participate in council meetings, committee meetings and meetings of other bodies to which the member is appointed; To carry out other duties assigned by the council; To carry out other duties assigned under this or any other act.

8 Responsibilities of the Mayor
Community Charter, Section 116 The Mayor is the head and chief executive officer of the municipality. In addition to the mayor’s responsibilities as a member of council, the Mayor has the following responsibilities: To provide leadership to the council, including by recommending bylaws, resolutions and other measures that, in the mayor’s opinion may assist the peace, order and good government of the municipality; To communicate information to the council; To preside at council meetings when in attendance; To provide, on behalf of the council, general direction to municipal officers respecting implementation of municipal policies, programs and other directions of the council; To establish standing committees in accordance with section 141; To suspend municipal officers and employees in accordance with section 151; To reflect the will of council and to carry out other duties on behalf of the council; To carry out other duties assigned under this or any other act.

Meetings, meetings, meetings….. Council Meetings - 2nd and 4th Wednesday each month, except September and December Committees of Council – Woodlot Committee, Spirit of Clinton, Communities in Bloom Community Organizations - some groups have Council representation Working Groups – 2 members of Council sit with staff on planning functions of Strategic plan objectives In 2017 Council participated in: 22 - Regular Council Meetings 18 – In-Camera Meetings (same day as Council Meetings) 2 – Public Hearings 6 – Special Meetings of Council 2 – Committee of the Whole Approx. 40 other meetings (Working groups, Strat Planning, Budget, training, etc)

Festivals and events Annual Ball & Parade - May Canada Day – July Music in the Park – All Summer long Remembrance Day - November Christmas Skate/Party - December Conferences/Conventions Union of BC Municipalities (UBCM) Annual Conference in September Southern Interior Local Government Association (SILGA) Annual Conference in the Spring Phone, and preparation for meetings

Clinton and Area Kamloops – TNRD representation (usually the Mayor) Vancouver – UBCM Sessions REMUNERATION (WAGES) 2018 Budget: Mayor $8,406.00 Councillor $6,000.00 Plus travel reimbursements: Out of town meals, mileage, accommodations * /3 exemption will no longer apply

What drives you? What can you do as a Council member for your community? Your jurisdiction (map) Knowing your realm of authority – issues that are Federal/Provincial/Municipal

14 HOW? Candidate Procedure:
Pick up Candidate Documents and fill out (properly) *Ask for assistance from the Election Officer or Deputy if needed Have two persons (minimum) endorse you (eligible electors) Oath with Election Officer (can be done in advance) Submit to Municipal Office between September 4 and September 14 Election Officer or Deputy will ensure you are not on the disqualification list Your name is added to the candidate list (can now be viewed by the public)

15 HOW continued…. Campaigning
September 14 at 4:00 PM CLOSING of Submissions IF……..A full roster of candidates (1 Mayor, 4 Council) = All are ACCLAIMED to the positions IF…..We have less than the minimum number of candidates = 3 more days are allotted to receive additional candidacy documents – Closes Monday, September 17th at 4:00 PM IF……We have more candidates = We hold an ELECTION on October 20, 2018 Campaigning Choose your platform for election Engage with the community (this can be in person, via media or social media, campaign posters, buttons, flyers, signs) Participate in an All Candidates Forum Track all election expenses for post election reporting (this must be completed if elected or not) Appoint Scrutineer (part of your candidate documents) Be respectful of your fellow candidates
