Confidentiality for pollutants of the same pollutant group Error after check up vs validation tool: „A pollutant is not allowed to be reported more than once“ Consequence: no upload into CDR > deletion of 16 facilities Position DE: each confidential pollutant is replaced by respective pollutant group according to COM statement in 2007 Position EU: Reporting sums of pollutants of the same pollutant group Conclusion: argumentation of DE is accepted Agreement PRTR 2008: adaption of German XML Schema kkkkkkkkkk 23.11.2018

Confidentiality for activities Error after check up vs validation tool: „An activity can not be classified as confidential“ Consequence: no upload into CDR > deletion of 47 facilities Position Legal service COM: all information publicly available under the IPPC directive cannot be confidential under PRTR-Regulation Position DE: PRTR-Regulation also covers installations and facilities that are not covered by the IPPC directive, consequently the system must be able handle this situation 23.11.2018

Conclusion Complex data flow due of the federal structure Data flow handled by complex data base Changes in the setup needs ~ 18 months before COM reporting deadline Improvements due to next reporting round DE will deliver list of deleted facilities to COM DE will adapt the XML-Schema and the data model Discussion confidentiality of activities ongoing as legal discussion, but: if just one legal case justified, the COM’s IT-system must be able to handle this situation 23.11.2018
