2 Inventory : the legal basis
WFD: reduction/phase-out of discharges, emissions and losses of priority (hazardous) substances (Art.16 (3) and 1(c)), a review of the impact of human activity (pollution), including identification of significant point and diffuse sources of pollution (Art. 5) Proposal COM(2006) 397 final: Inventory of emissions, discharges and losses (Art. 4)

3 Inventory : what is it? a database that organises, by source, the amount of substances emitted/released and through various pathways are discharged or lost into the aquatic environment, or transferred to other media. Source : Annex 1A, EU Environment Directorate, 2005c

4 Inventory : the main components
Sources: may be classified in categories, and the WFD requires at least point and diffuse sources (Art. 10) and urban, industrial, agricultural and other installations and activities (Annex II 1.4.). Pathways generally include all the routes the pollutants follow from the source to the receiving aquatic environment. Substances: all priority substances and pollutants listed in Part A of Annex I of COM(2006) 397 final Geographical scale: point sources: each emitter diffuse sources: sub-basin of RBD Temporal scale: annual load

6 The Pathways easier for point sources: collection system (pipes, ditches, channels, tunnels, conduits, containers) + treatment system (treatment plant, sedimentation area…). diffuse sources: leakage, drift, spills, drainage… Some examples of pathways: Source : Adapted from Annex 1A, EU Environment Directorate, 2005c

7 The substances Part A of Annex I of COM(2006) 397 final (individual substances or groups) quantities with their associated units international nomenclatures: EINECS/ELINCS and/or CAS This can be extended depending on additional needs identified

Objective: Sources : all generating significant pollution quantities Pathways: all through which significant quantities are discharged or lost Substances: all significant loads for all relevant substances Geographic: each RBD sub-unit Temporal: year Basis: WFD Art 5 and 8, EPER and E-PRTR Already existing datasets Many guidances Defined databases

Define technical organisation: EPER and E-PRTR, ETC-WTR 2002 and National inventories or permit registers Adapt to national organisation: compare with reference lists Select relevant datasets and define combination

11 Inventory : pending questions
How to define non-significant loads? (90%? Less?) How to consider off-site transfers (purification performance? GIS link) How to include diffuse sources? (concept of net emission?) How to assess/validate appropriate methods to close the gaps? (QA/QC on methods?)

12 Conclusion and way forward
A need to streamline approach with other developments under E-PRTR and/or EEA and ETC-WTR, Use the draft as a basis to develop a guidance with MS: develop a work programme, develop a table of content, and identify good examples to illustrate. Do you wish to start drafting a guidance?
