Regulation and Enforcement Function of the Kyoto Protocol and the UNFCCC Regulation and Enforcement The Convention of Climate Change sets an overall outline for intergovernmental efforts to handle the challenge posted by climate change. The Kyoto Protocol is an international agreement that was created under the convention. The Protocol aims to reduce collective greenhouse gas emissions of developed countries. The Protocol sets specific emissions reduction targets for each industrialized nation in order to achieve its goal The United Nations Framework Convention on Climate Change is responsible for regulating and enforcing the Kyoto Protocol. The convention has near-universal membership. There are 195 countries that have ratified the convention.
