WORKING WITH SOMALI PEOPLE TO BUILD PEACE AND PROSPERITY OUR REASONS SECURITY FOR ALL Providing effective and sustainable responses to security challenges THE CHALLENGES Security is a key component needed for sustaining and carrying further the state- and peace-building processes in Somalia. Although gains have been made in the fight against Al Shabaab (AS), set-backs have occurred and AS has proven to be resilient. The Somali National Army and Somali Police Forces at Federal and Regional level are slowly being built-up but remain weak and unable to fulfil their role independently. Within the context of the Transition Plan, there is broad agreement that the (re)building of security forces is urgent – allowing Somalia to take-over security responsibilities from AMISOM, provide much-needed law enforcement and ensure maritime security so that piracy can be addressed and the shipping lanes kept free. Throughout this it will remain important to ensure a strengthened adherence to the respect for human rights and international humanitarian law OUR SUPPORT The EU's overall strategic objective is to accelerate the development of a Somali-owned security architecture leading to the establishment of an able, accountable, acceptable and affordable Somali Security Sector. Combatting terrorism, tackling crime, providing daily policing services to the Somali citizens and ensuring safe and secure shipping to and from Somalia are all of key importance for Somalia but also for the Horn of Africa region. The EU is engaged in security through a comprehensive approach which combines different instruments and areas of action: Support to the African Union's Peace Support Operation - AMISOM The EU supports AMISOM operations in Somalia through the provision of financial contributions (roughly EUR 200M per year) to the almost 21,000 military, police and civilians per year. AMISOM is a critical partner as it provides both training to the Somali National Army (SNA) and Somali Police Forces (SPF) across the country as well as carrying out offensive operations to disrupt Al Shabaab. Support to the Somali National Armed Forces (SNAF) and Defence Sector Since 2010 the EU, through the EU Training Mission-Somalia (EUTM-S), has been training elements of the Somali National Army Forces (SNAF) as contribution to rebuilding the nascent Somali military capability. EUTM-S is focusing its efforts on company-sized unit training as well as advisory support to the General Staff and Ministry of Defence. Support to the Somali Police and Internal Security Sector: For several years EU development cooperation has been providing salary top-ups, equipment and infrastructure support to elements of the Somali Police Force (SPF) with a view to promoting improved stability and a better security situation mainly in the Banadir Region. The EU is now also supporting the nascent Federal Member State police forces so that law enforcement and policing services can expand across the country.

OUR RESULTS OUR CONTACTS European Union Delegation to Somalia Somalia's Maritime Security Through EUCAP Somalia, the EU assists Somalia in strengthening its maritime security capacity to enable it to enforce maritime law more effectively. The Mission assists Somalia in reinforcing its capacity to carry out fisheries inspections and enforcement, ensure maritime search & rescue, counter smuggling, fight piracy, and police the coastal zone on land and at sea. EUCAP provides strategic-level mentoring and advice to support the development of the necessary policy frameworks, legislation and governance capacity and to strengthen the maritime criminal justice chain. In parallel, since December 2008 EU NAVFOR has helped to deter and disrupt acts of Somali-based piracy in the strategically important trade routes of the Gulf of Aden and Indian Ocean.  OUR RESULTS Amongst most relevant results achieved by EU support in this sector: Training provided to over 6,000 members of the Somali National Armed Forces. Financial support to over 6,000 Federal police officers. Development of a National Maritime Threat Assessment, National Maritime Security Plan and Coast Guard Options Paper. Development of the draft Somaliland Coast Guard Law and preparation of draft Federal Coast Guard Law. Training of Somali prosecutors, judges and other legal practitioners and police services to enable better cooperation on maritime security crimes. Harmonisation and review of basic policing training curricula (incl. on maritime security). Refurbishment of class-rooms and enhanced protection of the Police Academy in Mogadishu. Enhancing the operational capability of the Maritime Police Unit in Mogadishu, the Somaliland Coast Guard in Berbera and the Bosaso Port Police in Puntland. Transfer of 160 Somali suspected pirates to regional states for legal prosecution. Protection of 1.3 million tonnes of WFP humanitarian and food aid for the Somali people. Support to UN FAO's project supporting alternative livelihoods in Somali coastal communities. Ensure safe and secure freedom of navigation for 15-20% of world trade through the Gulf of Aden. Protection to regional trade calling on Somali ports, spurring trade and development in Somalia. Maritime training delivered to Somali maritime actors across the country.
