EOSCpilot Skills Landscape & Framework All Hands Pisa - March 2018 Angus Whyte, Digital Curation Centre www.eoscpilot.eu The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

Skills Framework - Overview Why link competences, skills, and capabilities? Why competences for stewardship and how are these defined? How do competences relate to capabilities that research teams and organisations (institutions) need for the EOSC environment, regardless of the particular service? And how do they relate to skills to use, build, provide services?

Why link competences, skills, capabilities, services? To “…establish the capabilities that organisations need to develop and reflect in the career development pathways of researchers and support service staff; and the skills needed by individuals to enhance their competencies in open data science and stewardship.“ WP7 Objectives in EOSCpilot Description of Work

Why stewardship competences? “An important aspect of the EOSC is… professional data management and long term data stewardship.” A Cloud on the 2020 Horizon, EOSC HLEG “The necessary skills and education in research data management, data stewardship and data science should be provided throughout the EU …” “Researchers need the support of adequately trained data stewards” EOSC Declaration, European Commission D-G Research & Innovation

Defining stewardship “Formalisation of roles and responsibilities to ensure that research objects are managed in accordance with FAIR principles and for long-term reuse” = Data and software management competences to integrate open research + data science

Competences from existing models EDISON competence groups for Data Management (DM) Data Science Engineering (DSENG) Data Science Analytics (DSDA) Domain Science/ Research Methods (DSRM). RDA Education & Training in Data Handling IG Competences for researchers, RI managers and research librarians Data Information Literacy (Purdue University Libraries) Division between individual, team and organisation Skills Framework for Information Age – Defines competences according to level of responsibility

Responsibility shared among professional groups Domain research Data science & analytics Data management & curation Data science engineering stewardship 7 The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

Competences Applied in project specific ways across the data lifecycle or in generic ways across projects

One skills group for example Advise and enable Building cross-sector collaborations Communication & negotiation Tools and standards awareness User support and training Personnel development Standards body participation Data rescue The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

Use cases for the framework “What skills should we acquire given the capabilities we need and services we plan to use?” Describe capabilities – relate to e.g. job descriptions Specify skills – for individual training needs The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

How do these competences relate to organisational capabilities? 1) General description of the capability E.g. “Implement FAIR and Open Principles” “FAIR principles of data are applied across the organisation to improve data findability, accessibility, interoperability and reusability for humans and machines. In addition to FAIR, the organisation implements OA policy to improve research transparency and to lower the reuse barriers for scientific information.”

How do these competences relate to organisational capabilities? 2) Capability applied at central service or research team level Organisation: resources FAIR and OA policy, advocates and enables FAIR and OA policies within the organisation Team: Makes sure that data is interoperable across the team, the data is securely archived after the project completion and available to new researchers; motivates FAIR and OA practices among colleagues

How do these competences relate to organisational capabilities? 2) Then linked to levels of individual competence Comprehend: has knowledge about FAIR sub principles, knows various policy, legal and ethical aspect of data collection, analysis, storage and reuse, knows various OA policies

How do these competences relate to organisational capabilities? 2) Then linked to levels of individual competence    Apply: applies the FAIR and OA policy according to standards of own domain, to publication in OA journals and to other forms of research output including for non-academic groups and citizens

How do these competences relate to organisational capabilities? 2) Then linked to levels of individual competence Synthesise and evaluate: peer reviews the research quality within his/her domain, updates the strategy to the changing technological level within the domain

Sample job descriptions Illustrate variety of contexts Which professional groups would have what level of responsibility for delivering the capability Using EDISON profiles for professional groups for reference

Skills user stories “As a data manager using a repository service, I need to be able to evaluate repository certification schemes” Descriptors for competences and levels that a professional group needs to perform a service role for a service

Summary - Stewardship Skills Framework competences capabilities skills Aiming to help organisations and individuals identify skills they should acquire given the capabilities they have and need, and services they will use bit.ly/Pisa-Skills
