Commissioning 2018/19

Commissioning 2018/19 London Learning Consortium For over a decade now LLC has been working with its community partners to deliver skills and training to local residents and employers across London and further afield. We have commissioned close to £30M in that time. For 2018/19 we are holding events to launch our commissioning priorities and consult with our community partners on skills needs for local residents and employers. Two main parts to this agenda: To set out our priorities and those of the GLA To publish our commissioning schedule and commence our open and competitive tendering process.

These hubs enable those that need help most onto pathways to learning, work and social inclusion Partnerships that deliver impact and help change the lives of Londoners To deliver high quality services & where appropriate commission services to support & influence to support the London skills Strategy Quality and Impact in what we do

Commissioning 2018/19 What are we commissioning? Circa £2M Adult Education funding (AEB) £300K 16-18 Traineeships £500K 19+ Traineeships

What are we commissioning? Up to 10 contract packages that offer to deliver any combination of programme types. Notionally we are looking at commissioning 3 x South London, 2 x Central London ,2 x East London, 2 x North London and 1 x West London Contract packages. Priority is to be given to partnerships with LLC that include hosting LLC Local hubs as well as joint delivery models e.g. LLC provides staffing and courses and partners provide community engagement and learner support. Provision and projects that aim to have a tangible and positive direct impact on the lives of Londoners and which clearly meet GLA Skills priorities. Provision that achieves progression (into work, higher educational levels) and community involvement.

London Commissioning event 14th May 3. Commissioning documentation published 15th May 4. EOI return date 15th June 5. Award notifications 29th June 6. Provider workshops 5th/6th July 7. 1:1 Provider inductions between 7th and 20th July 8. Contract start date 1st August 2018

Commissioning 2018/19 Our Tender documents – Two Stage Process Stage 1 - Expression of Interest Evaluation criteria includes: Financial health Partnerships/Employer Engagement Strength of Delivery Proposal Capacity Track record & Impact Quality Assurance Responsiveness to LLC/local/national priorities Stage 2 – Due Diligence Evaluation criteria includes: Financial Health Quality/rigour of teaching learning and assessment including relevance of curriculum, course planning and delivery documentation Staffing including qualifications, statutory/non statutory training and CPD Internal Quality assurance arrangements Quality of feedback from external parties ie awarding bodies, referees, learners, external kite marks Infrastructure (policies/procedures, health and safety/safeguarding etc)

What & Who Can Be Funded Provision 19-23 year olds 24+ unemployed 24+ other English and Maths up to and including Level 2 (must be delivered as part of the Legal Entitlement) Fully funded* Level 2 – First full level 2 must be delivered as part of the legal entitlement Fully-funded* (first and full) Fully funded Co-funded Learning to progress to Level 2 Fully funded ^ (up to and including level 1) Level 3 - First full level 3 must be delivered as part of the legal entitlement Fully funded* (first and full) Loan-funded ** (previously achieved level 3 or above) Loan-funded Traineeship# Fully funded (including 16-24 year-olds) N/A English for Speakers of Other Languages (ESOL) learning up to and including Level 2 Fully funded - unemployed Learning aims up to and including Level 2, where the learners has already achieved at level 2 or above Fully Funded - unemployed *Must be delivered as one of the English & Maths, and or first full L 2/3 qualifications required as part of the legal entitlement. ^ Must be delivered as entry or level 1 provision from local flexibility # excludes flexible element where funding depends on age and level ## 16-18 learner must ne eligible under the ESFA’s young people’s residency requirements **Availability of loans at L3 does not replace the legal entitlement to full funding for eligible learners

Commissioning 2018/19 Some tips and pointers All LLC contracts are performance based – if you don’t deliver you don’t get paid (PS: Neither do we!) LLC do not charge a management fee, we pay up to 80% of the publicly available LARs rates All providers are required to attend meetings and share good practice New providers are charged a one off £500 for due diligence whether or not we take your proposal to contract stage. Refer to the London Skills Strategy officially launched 6th June 2018 Refer to LLC priorities and show us how the funding is going to make a difference and how it links with other funding or initiatives that you are currently engaged with. Focus on what you can realistically deliver. It really is all about working locally and changing lives
