Bernie Kirstein RCAT NE Director (bkirstein@chelmsforha.com) Bernie’s educational background is in architecture and public administration. After some 20 years in construction management in the private sector, (in rental property development, and also property management) he joined the Cambridge HA in their Planning and Development Department, afterwards becoming the Assistant Executive Director at the Leominster HA. Later, he became the Director of Modernization at the Worcester HA, and then the Associate Executive Director for the Medford HA, before becoming the NE RCAT director. In all, he has 14 years of upper management experience in public housing.

Frank Stitham RCAT NE Project Manager (fstitham@chelmsfordha.com) Frank’s background is in architecture, and he worked in the private sector in architectural offices as a designer and a project manager, before taking a position with the Boston HA. At the BHA he worked for 18 years in project management, both on the Federal side as well as the State side. Frank has a wide range of public housing planning and development experience ranging from designer selection to final construction completion, working on anything from small residential developments to apartment high-rises.

Kirk Fulton RCAT NE Project Manager (kfulton@chelmsfordha.com) Kirk comes from a construction family, working in all phases of construction for Glenn T. Fulton & Sons (of which he was one) for a decade, before joining the Melrose HA in 2009 as the Director of Maintenance. At Melrose, Kirk developed skills in modernization and managed all phases of capital development work and State capital planning.

Jeffrey Baxter RCAT NE Project Manager (jbaxter@chelmsfordha.com) Jeffrey comes to Construction Project Management by way of a BA in Sociology. Along the way, he worked for the Winchester HA, gained experience as a Heating and Air Conditioning Mechanic, then worked in large scale property management, before working as a project manager for a national general contractor.

Joseph Levine RCAT NE Project Manager (jlevine@chelmsfordha.com) Joe comes to us from working as a project manager with a national civil construction company. He has worked for a major local housing developer and has managed 40B projects for the Acton Affordable Housing Committee. Joe’s educational background, with an MBA and a Master of Science Project Management degree specializing in Construction Management is a valuable team asset. Among Joe’s unique skills, he has taught English as a second language in Sichuan, China.

Lisa Gilbert RCAT NE Office Manager (lgilbert@chelmsfordha.com) Lisa, a former small business owner, has also worked as the Assistant Executive Director of a Senior Living Community, and previously as an executive administrator of a major corporation. Her Associates degrees in Accounting and Information Technology from Andover College will serve the team well as Lisa coordinates the activities of our staff with the housing authorities they serve.
