EMERGENCY PREPAREDNESS B Y : Mr. P. K. Patel.

Plant Emergency Manual * Major hazards of plant in terms of raw materials, processes, equipments, chemical compatibility. * Hazards and actions in case of Power, Water, Air failure. * Actions to overcome process hazards. *Containment and disposal of spillage of hazardous chemicals. * Emergency response for environment protection. * Emergency actions in case of fire, leakage, spillages etc * List of critical plant equipments. * List of hazardous chemicals with NFPA hazard classification.

Plant Emergency Manual * Storage and handling of hazardous solid and liquid chemicals in bulk. * Duties and functions of different plant personnel. * S pecial emergency equipments like SCBA, Air Masks, Chlorine / Sulfur Dioxide kits. * Revision of Plant Emergency Manual in case of introduction of new chemicals, equipments, processes etc. If there is no change than review it every two years.

Emergency Response at East Site : LOCAL EMERGENCY. Any emergency like fire, leakage, spillage within the plant or work area is termed as a LOCAL EMERGENCY. Siren Pattern : * On actuation of fire / emergency alarm by breaking the glass / by pressing the electrical push button the following will be activated : * * Indication on panel board in fire section with sound of hooter. * * Automatic sounding of electrical siren on PH – II, till control actions start. * * Indication and alarm at Power House. * * On receiving indication at Power House, six beeps steam siren is blown.

Emergency Response at East Site : Actions: - * Plant persons with available equipments shall try to combat the emergency. * Fire fighting staff shall approach incident site with Fire Tender and act as per instructions of Site Incident Controller. * Simultaneously the hydrant network shall also be pressurized. * Site Incident Controller / Plant In Charge, will take overall charge of situation & inform higher authorities if required. * Neighboring plants to remain alert and render help to incident site if required. Security staff shall inform key persons on conference key telephone system and also inform Emergency Duty Rota personnel. * After emergency is over Site Incident Controller shall inform fire officer to blow ALL CLEAR siren.

ON SITE EMERGENCY: If local emergency affects other work areas / plants within the same site, it is termed as On Site Emergency. Siren Pattern : 4 minutes continuous sounding of electrical / steam siren. Actions: - * Site Incident Controller shall inform Site Main Controller in Main Control Center room, and arrange for plant evacuation. * On receipt of information, Site Main Controller shall approach incident site, assess the gravity of situation & return to Main Control Centre (MCC) Room, & will guide Site Incident Controller for effectively tackling emergency. * Site Main Controller (SMC) shall also get help from neighboring companies, as required

OFF SITE EMERGENCY: Emergency extending beyond the site is termed as OFF SITE EMERGENCY. Siren Pattern : Sounding of electrical siren on PH – II continuously for 10 minutes. Actions: - * Site Main Controller shall declare off site emergency by informing neighboring companies asking them also to blow their sirens continuously for 10 minutes. * Site Main Controller shall also inform & get help from DCG ( District Crisis Group, Collector Office, Valsad. ) ie: Govt. agencies like Factory Inspectorate, Collector, GPCB, Police department, etc, through ALECC ( Atul Local Emergency Control Centre ), Tele. No: ( ) , Mobile No : , located at Factory Gate, Site East. ALL CLEAR DECLARATION:. Siren Pattern : Sounding of steam siren for 1 minute.

Emergency Response at West Site Actions: - * Plant persons with available equipments shall try to combat the emergency. * Fire fighting staff shall approach incident site with Fire Tender and act as per instructions of Site Incident Controller. * Simultaneously the hydrant network shall also be pressurized. * Site Incident Controller. / Plant In Charge, will take overall charge of situation & inform higher authorities if required. * Neighboring plants to remain alert and render help to incident site if required. Security staff shall inform key persons on conference key telephone system and also inform Emergency Duty Rota personnel. * After emergency is over Site Incident Controller shall inform fire officer to blow ALL CLEAR siren.

OFF SITE EMERGENCY: Emergency extending beyond the site is termed as OFF SITE EMERGENCY. Siren Pattern : Sounding / Wailing of three nos. electrical sirens continuously for 10 minutes. Actions: - * Site Main Controller shall declare off site emergency by informing neighboring companies asking them also to blow their sirens continuously for 10 minutes. Site Main Controller shall also inform & get help from DCG ( District Crisis Group, Collector Office, Valsad. ) ie: Govt. agencies like Factory Inspectorate, Collector, GPCB, Police department, etc, through ALECC ( Atul Local Emergency Control Centre ), Tele. No: ( ) , Mobile No : , located at Factory Gate, Site East ALL CLEAR DECLARATION: Siren Pattern : Intermittent wailing sound of electrical sirens for 3 times.

Siren Pattern : On actuation of fire / emergency alarm by breaking the glass, the following will be activated : * Indication on panel board on main gate with sound of hooter. * Automatic sounding of electrical siren till control actions start. * Indication on panel board of Fire Station at site east with sound of hooter.

Site : Actions: - * Plant persons with available equipments shall try to combat the emergency. * Fire fighting staff shall approach incident site with Fire Tender and act as per instructions of Site Incident Controller. * Simultaneously the hydrant network shall also be pressurized. * Site Incident Controller / Plant In Charge, will take overall charge of situation & inform higher authorities if required. * Neighboring plants to remain alert and render help to incident site if required. No: ( ) , Mobile No : , located at Factory Gate, Site East. ALL CLEAR DECLARATION: Siren Pattern : Continuous sounding of electrical siren for 1 minute.

ROLE OF PLANT IN CHARGE / SITE INCIDENT CONTROLLER. DURING LOCAL EMERGENCY: * Raise emergency alarm. * Determine the nature, extent, cause of the occurrence. * Asses severity of situation, formulate a tactful plan and steps to control it. * Assign duties to plant personnel to bring plant operations to safe condition. * Guide Fire Fighting Staff on type of extinguishers, PPES to be used. * Guide the Search and Rescue Team for handling the causality if any for medical treatment. * Evacuate plant if required, nominate some one to act as Assembly Point Controller. * Inform Site Main Controller at Main Control Centre Room, if any help required. * On controlling situation / restoring normalcy inform fire officer to declare ALL CLEAR.

ROLE OF PLANT IN CHARGE / SITE INCIDENT CONTROLLER. DURING ON SITE / OFF SITE EMERGENCY * Help the Site Main Controller to determine the nature, extent, cause of the occurrence. * Asses severity of situation, formulate a tactful plan and steps to control it. * Keep minimum persons at site and if required instruct others to go to safe assembly point considering the wind direction. Also inform neighboring plants for evacuation if necessary considering the wind direction. * Guide Fire Fighting Staff on type of extinguishers, PPES to be used. * Guide the Search and Rescue Team for handling the causality if any for medical treatment. * Allow only trained persons with required PPEs to combat the situation. * Keep records of all datas, and do not disturb wreckage / debris unless absolutely necessary. * Inform Site Main Controller for obtaining any additional help required from neighboring companies or from external agencies. * On controlling situation / restoring normalcy inform fire officer to declare ALL CLEAR.

EMERGENCY EQUIPMENTS IN PLANTS & MAINTENANCE. Equipments like: * Fire Fighting Equipments ( Fire Extinguishers, Sand Buckets, Hose Boxes, Hydrant Lines, Fire Alarm Switches. ) * First Aid Equipments. ( First Aid Boxes, Kit ) * Respiratory Equipments (Randle Mask, SCBA, Nose Mask ) * Decontamination Equipments ( Safety Showers, eye wash units) * Emergency Kits for controlling leaks for SO 2, Cl 2. * Emergency telephones, any other instruments. All these EMERGENCY EQUIPMENTS to be properly maintained and kept easily accessible.

ASSEMBLY POINT CONTROLLER * Go to the nearest assembly point of plant considering wind direction. * Take head count, record the names, employee nos. of persons at the assembly point. * Communicate names to Site Incident Controller, highlight the names of missing persons. * Arrange Medical help for affected persons. * Inform Medical Centre for name of chemical causing the effect. * Change the assembly point if direction of wind changes. On hearing ALL CLEAR siren, inform persons gathered at the assembly point to report back to their work places.

SAFE SHUT DOWN PROCEDURES. Follow the procedures as spelt out in your Plant Emergency Manuals. eg : Stopping of steam / heating Stopping of chemical addition, filtration. Starting of cooling. Stop supply of Cl 2 / H 2 (for Sign Unit in case of caustic plant).

SAFE START UP PROCEDURES Follow the procedures as spelt out in your Plant Emergency Manuals. eg : Ensure availability of utilities like steam, water, air, electricity Stirrer jerk start. Restart addition,& temperature control.

TRAINING OF EMPLOYEES FOR EMERGENCY. * Fire fighting and Safety Training every Wednesday. Practical demonstrations of fire extinguishing equipments and fire fighting. * Training for handling of Cl 2 / SO 2 kits. * Training for SCBA use.
