Purpose of the national RI roadmap Brussels, 19.12.2017 Let's shapre our FOODure

Let's shapre our FOODure   EU Member States Associated States AT BE BG CZ DK EE FI FR DE GR HU IE IT LT NL PL PT RO SI ES SE UK IS IL ME NO CH National RI roadmap in place * Purpose of national RI roadmap-ping/ decision-making process for RI Identification of scientific needs and existing gaps responding to the changing R&D and socio-economic demands (Bottom-up) list of the scientific user community on desired RI Inventory of existing RI Tool supporting and monitoring RI implementation Guide with strategic RI priorities for setting research policy priorities An input for funding decisions on RI between institutional, regional and national stakeholders A list to achieve agreement on the RI with institutional, regional and national stakeholders A list of strategic priorities, which are foreseen for funding A tool to differentiate between institutional and regional RI versus RI of (more than) national relevance A planning instrument to prepare for the negotiations at European (ESFRI) and international levels Exchange with other countries Evaluation procedure "in place” NA DN Monitoring procedure “in place” Large diversity -> check report Brussels, 19.12.2017 Let's shapre our FOODure

Challenges in National RI Roadmapping Diverging interests Politics: Political and societal goals on regional and national level; imperatives linked to regional, national and international competitiveness; need for strategic intelligence Research: Various forms of self-organisation and strategic prioritisation; international competition Public funding: Use of public funds (complexity of RI funding; high cost; long-term vs. flexibility) Paradigm shifts in STI policy Expectations beyond economic growth and international competitiveness (e.g. social impact) Internationalisation: Increasing Internationalisation of science policies and research Accountability: Increasing legitimation needs, RI business case, ex-ante/-post assessments Unclear decision-making Step-by-step: Decision-making developed historically  muddling through Lack of transparency: Process and criteria not always transparent Lack of strategy: Decision-making often opportunity driven Sofia, 12. September 2017 Resinfra@dr second dialogue Workshop

Good practices for RI roadmaps? RI roadmapping may support a competitive and sustainable RI landscape, if it is embedded in overall R&I strategies at national/European level is based on harmonised definitions and methodologies addresses specific needs of all scientific fields includes business plans addressing the whole life cycle of RI is aligned with longterm specific RI-funding – at national/European level allows stakeholders to impact the process at the appropriate stage reaches out beyond Europe But the process is a result of the national system, including it's research and education system, laws and responsibilites of actors Brussels, 15.
