“Improving Human Research Potential and the Socio-Economic Knowledge Base” 11/11/2018 - 1

General Objectives To develop Europe’s human research potential notably through training & mobility of researchers To enhance access to research infrastructures To make Europe attractive location for researchers To promote European research & scientific culture To strengthen the socio-economic knowledge base to understand better key problems facing society To help develop S&T policy and other EU policies 11/11/2018 - 2

Main Lines of the Programme A. Supporting training and mobility of researchers 1. Research training networks 2. System of Marie Curie fellowships B. Enhancing access to research infrastructures C. Promoting scientific and technological excellence D. Key action: Improving the socio-economic knowledge base E. Support for the development of science & technology policies (All lines involve coordination and support for related actions in the thematic programmes) 11/11/2018 - 3

Research Training Networks evolution from TMR networks of FP4 No major change, the formula works well. However: Higher percentage of the funding for appointing network fellows Research teams free to choose pre- or post-docs More flexibility in financing Widened financial support for ex-Marie Curie Individual Fellows working in Less Favoured Regions Open to teams outside Europe (normally without financial support) 11/11/2018 - 4

System of Marie Curie Fellowships Individual fellowships awarded to young researchers with research experience Experienced researchers fellowships to aid less-favoured regions & to promote industry/academia interactions Industry host fellowships awarded to industrial enterprises to host young researchers Development host fellowships awarded to research institutions in less-favoured regions Stays for PhD students at training sites awarded to training sites to host short stays by PhD students 11/11/2018 - 5

Marie Curie Industry Host Fellowships Specifically designed to meet needs of industry Awarded to industrial and commercial enterprises Commission selects hosts on basis of quality of research and training environment hosts select “young” researchers transnational, pre- and post-doc duration 12-24 months (36 months for PhD students) selection to be confirmed by the Commission scientific audits to ensure quality Co-financed by industry 11/11/2018 - 6

Marie Curie Development Host Fellowships Specifically designed cohesion measure To develop new competencies in established institutions in Less Favoured Regions Awarded to universities and research centres Commission selects hosts Hosts select the “young” researchers with doctoral degree or  4 years post-graduate research duration 12 to 24 months selection to be confirmed by the Commission 11/11/2018 - 7

Stays at Marie Curie Training Sites Mobility initiative to make most effective use of FP5 resources available for supporting doctoral students supports short stays outside their country of studies as integral part of their doctoral studies at “training sites” in universities and research centres for 3 months to one academic year Commission selects hosts organisers of international doctoral studies also eligible (minimum 5 organisations in 3 countries) Hosts select the doctoral students selection to be confirmed by the Commission 11/11/2018 - 8

Enhancing access to research infrastructures objectives To promote the optimal use of Europe’s major research infrastructures in all fields of scientific research by sponsoring new opportunities for transnational access to infrastructures by stimulating infrastructure operators and users to work together to make the most effective use of their infrastructures for infrastructures where such measures are not taken by the thematic programmes To coordinate and support related activities throughout the Framework Programme thematic programmes: proactive top-down approach Human Potential programme: responsive bottom-up approach 11/11/2018 - 9

Enhancing access to research infrastructures three principal actions Access to major research infrastructures to sponsor new opportunities for transnational access to major infrastructures Infrastructure cooperation networks to stimulate infrastructure operators to cooperate and pool resources, create “virtual” facilities, and promote common protocols and interoperability Research infrastructure RTD projects to co-finance research of widespread significance for improved service provision in a particular field, foster new technologies and new generations of instrumentation 11/11/2018 - 10

Promoting scientific and technological excellence three principal actions High-Level scientific conferences continuing the successful EuroConferences, -Summer Schools and -LabCourses introduction of 4 new types also to network European researchers working abroad Distinctions for high-level research work European Young Scientists Contest Archimedes Prize for undergraduate work Descartes prize for outstanding cooperative research Raising public awareness to promote exchange of best national practices European Science and Technology Week to provide topical information via electronic networks 11/11/2018 - 11

Promoting scientific and technological excellence Distinctions EU Contest for Young Scientists participants 15-20 years old winners of national competitions, all fields of science Archimedes Award for students of higher education institutions graduate students selected fields of S + T to change regularly selection criteria to include aspects of cooperation Descartes Prize high-level industry/academia, no age limit selected fields of S + T only transnational cooperative projects 11/11/2018 - 12

Promoting scientific and technological excellence New types of High-Level Scientific Conferences A. Large Conferences traditional conference or series of events financing of young researchers’ participation (100%) only max. 20.000 euro per event and max. 10.000 euro per contract. B. Euro Workshops for small groups in fields of extreme dynamism financing of participation of young researchers (100%), key note speakers (50%) and organisation costs 11/11/2018 - 13

Promoting scientific and technological excellence New types of High-Level Conferences (cont.) C. Non-traditional conferences such as: a. Eurotron Conferences (Electronic EuroConferences) as normal EuroConference, but: meeting in cyber-space series of events encouraged financing of organisation cost b. PhD Conferences as normal EuroConference, but: all participants (incl. organisers) are young researchers financing of key note speakers (50%) and organisation cost 11/11/2018 - 14

Promoting scientific and technological excellence Raising Public Awareness of S&T Primary objective to raise public awareness for scientific issues in their European dimension for citizens to understand the potential of scientific work for citizens to learn about the limitations of science to provide information on topical scientific subjects to increase scientists awareness for citizen’s concerns in relation to science Secondary objective to create a favourable environment for science 11/11/2018 - 15

Promoting scientific and technological excellence Raising Public Awareness of S&T Proposed activities support of networking and exchange of best practice organisation of meetings between scientists and science communicators organisation of a “European Science Week” provision of topical scientific information of European relevance via electronic networks 11/11/2018 - 16

Improving the socio-economic knowledge base objectives to understand better structural forces in European society to identify ways of managing change to involve European citizens in shaping their futures to contribute to policy decision-making process to mobilise Europe’s strong tradition in socio-economic research strengthening transnational cooperation establishing common research infrastructures and analytical tools 11/11/2018 - 17

Improving the socio-economic knowledge base four priority research themes societal trends and structural changes analytical effort to understand better main forces driving structural changes in European society technology and society to explore relationship between technological development, education and training, employment and society governance and citizenship to study the impact of European integration on all levels of governance and citizenship in Europe new development models to explore development strategies fostering growth, employment, social cohesion and quality of life 11/11/2018 - 18

Improving the socio-economic knowledge base Research tasks for first call for proposals Social & economic challenges of changing family structures Changes in work & effects on quality of life Challenges to European welfare systems Emerging concepts of work The implications of societal change for education and training Relationship of financial sector to the rest of the economy & society The dynamics of knowledge in the economy Internationalisation, technology & employment in different geographical environments Relationship between employment and growth European integration and European identity European construction & multi-level governance Governance and media 11/11/2018 - 19

Supporting science & technology policy development two principal actions Strategic analysis of specific policy issues to synthesise work on research policy options conducted elsewhere, with supplementary work as necessary to bring together research policy makers with experts in the study of research policy Common basis of science, technology & innovation indicators to develop reliable indicators relevant to policy formulation and benchmarking 11/11/2018 - 20
