The Solution That Saves Background There is a large body of evidence that supports the premise that Permanent Supportive Housing (PSH) can provide substantial cost savings to publicly funded systems of care. Introduction Ability Housing was the recipient of a special appropriation of funding through the Florida Housing Finance Corporation to fund one of three pilot sites to demonstrate the effectiveness of providing PSH to high utilizers of crisis services who are experiencing housing instability.

Study Design Single-group pre/post intervention with placement into (PSH) as the intervention. Study participants were selected using the Northeast Florida Continuum of Care Coordinated Entry System VI SPDAT Modification of VI SPDAT for High Utilizers Target of 90 study enrollees (43 single site and 47 scattered site)

Final Report Coming Soon 91 participants were enrolled in the study, the evaluation is focused on 68 participants with data evaluation currently being completed encompassing the two years before moving into permanent supportive housing (pre-), and the first two years in housing (post-). Quality of life and mental wellness were assessed to determine change in stability. Cost benefit analyses were completed to determine change in healthcare and community service costs.

Demographics Twenty-four of the original 92 participants are not included in this current study because they could not be contacted in time to meet the deadline for this report. Three of the 24 were deceased 4 left the program due to incarceration 6 returned to a state of homelessness. Better outcomes were seen for 6 participants who initially moved in with friends (one which may now possibly be homeless) 4 who moved into non-program rental housing. No current information was available for one of the initial participants.

M.I.N.I Results from the Mini-International Neuropsychiatric Interview (M.I.N.I. 6.0) came from 62 participants on or near date of moving into (pre-assessment) permanent supporting housing, and then again to 57 participants during December 2017 through June 2018 (post-assessment). Initial analysis of the M.I.N.I. data seem to indicate significant self-reported improvement in several categories of mental health and wellness.
