2 The Solution That Saves
Background There is a large body of evidence that supports the premise that Permanent Supportive Housing (PSH) can provide substantial cost savings to publicly funded systems of care. Introduction Ability Housing was the recipient of a special appropriation of funding through the Florida Housing Finance Corporation to fund one of three pilot sites to demonstrate the effectiveness of providing PSH to high utilizers of crisis services who are experiencing housing instability.

3 Study Design Single-group pre/post intervention with placement into (PSH) as the intervention. Study participants were selected using the Northeast Florida Continuum of Care Coordinated Entry System VI SPDAT Modification of VI SPDAT for High Utilizers Target of 90 study enrollees (43 single site and 47 scattered site)

7 Interim Report While ninety-one individuals have been enrolled in the study, only 58 of those have been in PSH for at least 12 months as of October 31, 2016 (the cutoff date for data collection purposes for the interim one-year report).

10 Hospital Costs Among the 58 participants, overall hospital costs fell from $4,011,184 before move-in to permanent supportive housing to $1,471,374 after move-in, a 63% reduction in costs. Emergency room costs fell from $822,193 during the year before housing to $264,828 during the first year of housing. In-patient costs fell from $2,596,615 to $1,032,567. Out-patient costs fell from $592,376 to $173,980.
