Why do I need to know about Title VI? Thanks for allowing me to attend your meeting today. I hope at the conclusion of the training you have a little take away which ties you to Title VI and explains why you need to now about Title VI. CONTRACTOR, SUB-RECIPIENT, Grantee title vi training

CONTRACTOR, SUB-RECIPIENT, GRANTEE TITLE VI TRAINING What is Title VI and who is protected? Title VI is part of the Civil Rights Act of 1964. This act prohibits discrimination on the basis of race, color or national origin by recipients of federal financial assistance or funding. In THDA’s case, the federal financial funding impacts our HOME, ESG, WAP, HHF, LiHEAP, and HCV programs. Title VI does not end at THDA’s doorstep. In fact, THDA is obligated to ensure the responsibilities associated with the receipt of federal financial assistance are passed down to contractors, sub-recipients and grantees. This means THDA has additional Title VI monitoring responsibilities with contractors, sub-recipients and grantees as they administer and award the funding to the beneficiaries of the housing program. Since THDA is a state governmental entity who receives federal financial assistance, under TCA §4-21-203 we are required to report our Title VI compliance efforts to the TN Human Rights Commission. So THDA has Title VI obligations to the federal agency who provides the federal funding for housing and the THRC.

CONTRACTOR, SUB-RECIPIENT, GRANTEE TITLE VI TRAINING What should my agency/municipality/non- profit do to achieve Title VI compliance? THDA conducts an annual self-assessment of programs, services, actions, etc. to ensure we meet Title VI compliance. Allow THDA to monitor for Title VI compliance. Annually we expect your organization to complete the following six processes: Market or issue public announcements/notices of availability of HOME funding especially to the protected markets in your service area Collect demographic information on neighborhoods served, applicants and program participants which will be reviewed by THDA Implement a limited English speaking procedure or process to serve clients with language barriers Develop a complaint policy/process which allows applicants or clients to identify unequal treatment or unequal access to services and programs Document the attendance of staff who attend/receive annual Title VI training When requested, assist in the collection and submission of Title VI data for THDA’s annual Implementation Plan

THDA’S 2016 TITLE VI TRAINING What about other fair housing laws and issues? Fair housing, especially affirmatively further fair housing, is very important to our agency but, we also have ADA, Section 504 and other civil rights related laws which impact our housing programs. I know with HOME grants there is also the EEO requirements for contractors. In my mind, there is no reason to highlight one law over the other. These rules, laws and processes mesh together nicely and I can safely say if you comply with the Fair Housing Act, you will be in compliance with Title VI.
