Project partners Consortium: Finnish Environment Institute (SYKE) and Natural Resources Institute Finland (Luke) SYKE maintains an environmental spatial data infrastructure (ESDI), which serves the whole environmental administration being the biggest INSPIRE data provider in Finland in numbers of different data sets and themes LUKE, the former Finnish Forest Research Institute METLA plus several other institutes, is responsible of the Finnish National Forest Inventory (NFI) National data providers have been invited to form an “advisory board” To guide the work of the project team To confirm that the results of the project are discussed in national level To ensure that results are better taken into account in development of national land monitoring Project duration 1.1.2015-30.6.2016

Main goal Land monitoring in Finland National high resolution CLC: raster with 20 m pixel size and national 4th level classes Land monitoring in Finland Several organizations are responsible for operational LC monitoring programmes Data is usually open & free of charge Information is integrated to produce spatial datasets Needs of the European Environment Agency are fulfilled (Corine Land Cover) Now also data needs of EUROSTAT taken into account Develop Finnish bottom-up-approach for LM so that also statistical datasets for Lucas survey could be produced Inventory of national datasets and classifications Development of methodology to get Lucas compatible data Concentration to land cover and objective 1 Which is generalized to European CLC: vector with 25 ha MMU Objective 1 concerns the provision of statistical data on land use and land cover, and information on the access and use conditions to national micro data Objective 2 concerns the integration of LUCAS into a national in-situ survey

Tasks from both objectives in 6 WPs WP1: Inventory of existing national data sources on land cover/use Assessment of their comparability to LUCAS classification WP2: Methodology development and technical solutions A method for data integration of various data sources is developed, tested and documented for a pilot area WP3: Results, metadata and quality assessment Statistical tables are produced in NUT levels covering the whole of Finland together with metadata and data quality is evaluated by comparing the results to other datasets WP4: Feasibility and accessibility aspects of micro data The feasibility of future updates using proposed and tested approach is evaluated including access and use conditions of the national datasets WP5: Information on additional micro data National field surveys are evaluated in order to estimate the possibility to cover any of in-situ components of LUCAS inside or parallel to national ongoing programmes. WP6: Analysis of the national in-situ survey Selected field survey (National Forest Inventory) is analysed in terms of objectives, methodology, schedule, organisation, data flow and quality assurance
