Outline as requested The purpose of this chapter is to present the compiler of energy statistics with a brief summary of the conceptual framework for energy statistics The purpose of this chapter is to present the compiler with a brief summary of the conceptual framework for energy statistics established by IRES and to explain the relationship of energy statistics with economic, environment and other relevant statistics in the preparation of energy balances and accounts. This would include the System of National Accounts (2008 SNA), the International Recommendations for Industrial Statistics (IRIS 2008) the System of Environmental-Economic Accounting (SEEA and SEEA-Energy).

Introduction This section will introduce the purposes of the ESCM and describe the target audience. B. Scope of energy statistics This section will describe the scope of energy statistics as set out in IRES, as well as the main conceptual differences between IRES and economic statistics (e.g. territory vs. residence principle, definitions of imports/exports, etc.), and how the ESCM address these differences. C. Multi-purpose approach to energy statistics

Introduction Energy is an essential input into all human activities. Access to energy sources is essential for socio-economic development. Globally there are concerns about sustainability and reliability of energy production and consumption. Accurate, timely statistical information on energy is required to understand and address energy issues. The introduction has attempted the capture the importance of the production of energy statistics

Conceptual framework Scope and boundaries Resident and Territory principle Production boundary Key concepts and definitions SEIC Links to other conceptual/statistical frameworks Definition used was that of Smith and Bordt which states that a conceptual framework is a ‘basic organising structure together with principles to guide their development’ – ‘It does not provide guidance on how to measure these aspects. That is the role of the statistical framework.’ The largely relates to statistical work undertaken on land accounts but can be considered more generally and does fit nicely with the outline of the chapter 1 in the ESCM Should Scope and boundaries go first or second i.e. after Key concepts and definitions?

Conceptual framework Links to other conceptual/statistical frameworks ESCM and the IRES ESCM and SEEA-E ESCM and SNA ESCM and standard international classifications Key messages ESCM and the IRES – the ESCM provides guidance of a more practical focus to assist countries with the implementation of the IRES ESCM and SEEA-E – the ESCM provides guidance of practical focus of the SEEA-E and the links between the IRES and SEEA-E ESCM and SNA – the SNA is the overarching standard for economic statistics and as such plays a role where the physical and the financial align. ESCM and international standard classifications – acknowledges the SEIC the CPC the HS and the essential relationship between these for the compilation of energy statistics. Also included a reference to the ISIC.

Organisation of the ESCM  Outline of each of the chapters this will need to be amended once the chapters are finalised. This will be amended as/when all the chapters are completed – maybe each country responsible for each of the chapters could amend the annotation to accurately reflect what was finally included in the chapter.

Further information and future work ESCM will be released as a hard copy publication, but will also be maintained in electronic form at < insert details > It will be periodically updated to reflect the evolution of methodologies and of country practices.   Is this proposed ?

Points for discussion Should this be broken into two chapters? Is the balance correct ? Any other points/anything missed? Should this be two chapters – my colleagues in Guana and Mexico have suggested that could be an option ie Introduction and Conceptual Framework. Also we are keen to here the groups opinion of the balance within the chapter – have we achieved the correct balance between the IRES and the SEEA-E? We are continuing to assume SEEA- E will be published as a separate document and are aware that if we are not careful the ESCM could be over represented with information from SEEA-E.

Not included but possible? A scope on compilation of energy statistics, energy balance and energy accounts We have not included but certainly could include a graphic of the scope on the compilation of energy statistics – as shown on the next slide. This is Robero’s work but would make a nice addition to the chapter if the group thought so.
