Old world v new world

The Bromley SEN Review Focus Groups Consider: How can we ensure a sufficient supply of specialist provision? Sufficiency of placements Pathway to special provision Use of INM Specialist Placements What does good SEN Support look like? Support services SENCo networks Planning Provision Bromley’s SEN Support Offer How we make best use of limited resources? High Needs Block Devolved Funding Schools Budget High Needs Funding How can we effectively engage with families and young people? Individual planning Strategic planning Engagement SEND Reforms Governance Board Financial management Value for Money Culture Strategy Customer Service Innovation SEN Review Process Establish governance Establish workstreams Remit This is what we do These are our resources Current view on how well things are working What do we need to do to be better?

What is engagement? The meaningful involvement in which children and young people and their families participate in decision making processes which affect their lives.

Two types of Engagement How you help to shape the offer made: to you and your family (individual) to the people of Bromley (population)

The CUP Model Commissioners Users Providers C U P

Outcomes from the engagement event in September We will clear about the benefits and advantages of effective engagement and the need to use simple accessible language. Bromley has some good examples of engagement which should be celebrated and replicated more widely. We will engage with young people and their families about the issue before we develop the solution. We will establish an engagement infrastructure with a tiered approach. We will ensure that commissioners across Education, Health and Care speak to each other and share information about their knowledge and activities. We will develop a shared understanding of commissioning cycles and build a programme of engagement around these activities.

Continued We recognise that there needs to be political sign-up in order to achieve effective engagement. We will work with existing parents and young people’s forums to ensure that we achieve a wide and representative level of participation. We will ensure that we listen to the views of commissioners, users and providers and that we provide evidence of the impact of that listening. We will demonstrate that all views have been taken into consideration. We will ensure that all different voices are heard and will abide by the rules of Bromley’s young people. We will put young people and families at the heart of an engagement journey which will involve developing and shaping, monitoring and reviewing services.

The Agree/Disagree Game

Statement 1. I am confident that teachers and staff in school understand my child’s needs. Statement 2 . I am regularly invited into school to planning metings about my child. Statement 3. I know my child better then anyone else and schools could learn from me.

Discuss 1. Those times when you were involved in plans for you and your family: Describe what worked and what didn’t work well. How could it have been better? Were there any benefits?

Discuss 2. Share your experience of your engagement in Bromley’s strategic planning. .
