Brief Overview Goal: Broad based Youth Services assessment and plan which promotes an inter-related “system” continuum for measurable impact. Systems: Prevention System of Care of Children’s Mental Health System of Care Youth/Juvenile Justice System System of Care Older Youth (16-24)

Guiding Principles and Practices Child and Adolescent Service System of Program (CASSP) child-centered, family focused, strengths-based, culturally competent provided in the least restrictive appropriate setting In addition, the system should involve youth and families as full partners, include a comprehensive array of services, individualize to each youth and family, stress early identification and intervention, and coordinate among service providers and systems

Panhandle Youth Services Systems Provides strengths and assets based services. Where youth flow seamlessly between systems without falling through the cracks. Provides the right services at the right time. Is a continuum of services which is accessible geographically. Assures that services are evidence based and evidence informed. Promotes policy that decreases barriers so that youth may be served without having to enter high end systems. Values community ownership

Cont… Demonstrates accountability through shared data, assessments, planning and evaluation. Uses Continuous Quality Improvement (CQI) to improve outcomes and processes Believes that the best outcomes for youth will occur through a system of flexible funding that follow the youth. Promotes safety and inclusion for the most vulnerable of youth by race, ethnicity, gender, socio- economic status, and gender identity. Promotes the professionalism of youth services workers through shared training. Has a central referral and navigation component regardless of referral source. Is vibrant, adaptable and current.

Planning for the Future Detention Discussion Planning for the Future Data Needs What else do we know? What else impacts this utilization? What options do we have?

Youth Services Planning PRIORITY AREA: Backbone Organization for Regional Collaboration Priority 1: An effective backbone organization enhances regional youth services through collaborative processes such as assessments, planning, implementation, evaluation and sustainability of quality, cost effective youth service system.

Strategies Strategy 1: Regional meetings for communication, updates, education, and plan revision. Strategy 2: Support County Community Based Fund Applications Strategy 3: Ongoing Assessment and Data Collection Strategy 4: Braid resources and efforts across systems, and leverage new resources, to enhance and sustain prevention resources and accessible services.

Strategies (cont) Strategy 5: A regional training plan which enhances the spectrum of the youth serving system. Strategy 6: A CQI Oversight Committee for all collaborative youth systems comprised of agency and organizational leadership. Strategy 7: A regional Disproportionate Minority Committee. Strategy 8: Communicate Plans and Findings Strategy 9: System and Service Evaluation

Break Out Process 1. Appoint a recorder 2. Review Projected Capacity Needs Data and add additional data that needs to be included in order to project capacity and where this can be accessed. 3. Review Assessment information included so far. Add any additional information. 4. Group Causal Factor Discussion 5. Priority: Craft a priority statement for this entire area 6. Develop 1-3 draft strategy statements.  

Assuring Buy - In Who else needs to know about this work to date? What do they need to know? How will we message this? Who?

Timeline and Process Change April 1- 1:00 PM conference call for those who will message in communities. ( This is not a joke!) April 1- April 30 – Community Dialogue and Response Combine all information into plan May 5 and 6th – Conference calls for final revisions to components of plan May 16th Review and consensus on plan May 19th – June 30th Plan distributed to County Boards and adopted.
