2 Goals Defining MTSS as an operational process to select and install best practices and supports for ALL Focus on prevention and promotion of wellbeing Describe the cascade of implementation Implementation occurs at state, district, school and classroom simultaneously Describe how data will be central to implementation Tracking selection of practices, tracking progress and ensuring fidelity with impact

3 “The Compelling Why” Efficient and Effective
Research-based (Peer Reviewed) Greatest impact on students Common-Language/Common Way of Work Implementation Science Unified model and delivery system for stakeholders/consumers Process and Procedure are the same across departments State provides support to Regions and County Data determines what and how Increases available resources available to schools Efficient and Cost Effective Cross Training Common Professional Development Common Assessment and Evaluation Processes

4 Implementation Science: Lesson 1
What is known is generally not what is adopted Implementation Gap There are not clear pathways to implementation What is adopted often is not used with fidelity and good effect What is implemented disappears over time and with staff turnover (c) Dean Fixsen and Karen Blase, 2008 4

5 Implementation Science: Lesson 2
Excellent evidence for what does not work!! Implementation by edict/ accountability by itself does not work Implementation by “following the money” by itself does not work Implementation without changing supporting roles and functions does not work Nutt, P. C. (1986). Tactics of Implementation. Academy of Management Journal, 29(2), Paul Nutt (2002). Why Decisions Fail (c) Dean Fixsen and Karen Blase, 2008 5

6 Lesson 3: Two Sides of the Same Coin “What” AND “How”
To successfully implement and sustain the use of any intervention, framework, practice, or program you need to understand: The WHAT - The “it”. What is the intervention, framework, practice or program (e.g. Trauma, Restorative Practices, CBITS, Bully Prevention) AND The HOW - Effective implementation and sustainability frameworks (e.g. strategies to train, support, change and maintain behavior of adults)

7 Formula for Success Effective Implementation Methods

8 MTSS = Implementation Framework
We organize our resources Multi-Tier Mapping, Gap Analysis So kids get help early Actions based on outcomes (data!), not procedures We do stuff that’s likely to work Evidence-Based interventions We provide supports to staff to do it right Fidelity: Tiered Fidelity Inventory And make sure they’re successful Coaching and Support Progress monitoring and performance feedback Problem-Solving process Increasing levels of intensity Problem solving process

9 MTSS will be the roadmap
You can change the tires- but don’t throw out the bike!!! Coaching School Team Data based problem solving Effective interventions Kincaid!!! School Leadership Implementation

10 Entering the Transformation Zone
What data point do you want to change? School Climate Increased attendance Graduation rate Healthy students (physical and mental health) Nurturing caring and supportive environments Closing the Global Gap

11 Implementation Cascade: “PRESS and SUPPORT” Building Capacity and Sustainability
State Leadership Team Regional Implementation Team District Implementation Team District Coach Coordinators Coaches We will be working through exploration to build this system of support Team Leaders Systems Planning Teams Problem Solving Teams, Department/ Grade Level Teams, Staff, Student, Family/Community

12 Focus Include all child serving agencies Teach Implementation Science
Establish demonstration sites across state Invest in school level data collection system What you report and what is essential at school level is different Families and community, agencies and educators all take leadership role

13 Strategic Plan Alignment Brief Assess Current Status Eliminate
Select- never introduce new when you haven’t examined current status Evaluate

14 CA MTSS Definition? Florida example
Enhance the capacity of all Florida school districts to successfully implement and sustain a multi-tiered system of student supports with fidelity in every school; Accelerate and maximize student academic and social-emotional outcomes through the application of data-based problem solving utilized by effective leadership at all levels of the educational system; Inform the development, implementation, and ongoing evaluation of an integrated, aligned, and sustainable system of service delivery that prepares all students for post-secondary education and/or successful employment within our global society.
