3 How we got here? Number of kids in out-of-home placement is decreasing
County Home School and Boys Totem Town are aging facilities We are sending far too many kids to facilities outside the Twin Cities Can we offer better services by pooling our resources? Hennepin/Ramsey County Joint Treatment Program, September 2016

4 Phase 1 (completed) Phase one began in August 2014 and was completed in May 2015. A preliminary work plan was developed by consultants from Huskey and Associates, with contributions from numerous Ramsey and Hennepin staff members. 5 Phase 2 (completed) Phase two began in September 2015 and was completed in December 2015. Specific proposals related to programing, building/location and governance were developed including: Operating philosophy, vision and mission Identifying the types of youth the program would serve A programming model that integrates community-based programs for youth and families Preliminary size estimates Governance recommendations for development, ownership, operations and oversight Hennepin/Ramsey County Joint Treatment Program, September 2016

6 Phase 3 (in progress) This phase focuses on developing and finalizing proposals around: Programming Number of beds Staffing Construction costs Cooperative agreement Projected operating budget Site requirements and selection Capital funding Hennepin/Ramsey County Joint Treatment Program, September 2016

11 Ramsey County out-of-home placement
Since Ramsey County started implementing JDAI reforms in 2005, the number of children/youth in Corrections out of home placements have been cut in half.  There were 857 children/youth admitted in and 416 admitted in 2015.  Hennepin/Ramsey County Joint Treatment Program, September 2016

13 Current status of Boys Totem Town (BTT)
Opened in 1913 Annual operating budget is $5.4 million Capacity of 36 beds Serves males One year recidivism rates for youth released from BTT during the period is 45 percent Hennepin/Ramsey County Joint Treatment Program, September 2016

14 Current status of County Home School (CHS)
Opened in 1908 Annual operating budget of $11.4 million Capacity of 54 beds Serves all genders One year recidivism rates for youth released from CHS during the period is 45 percent Hennepin/Ramsey County Joint Treatment Program, September 2016

15 Youth sent to facilities outside Twin Cities
In 2015, approximately 84 Hennepin County youth were receiving treatment in facilities outside of Hennepin County on any given day. In 2015, approximately 53 Ramsey County youth were receiving treatment in facilities outside of Ramsey County on any given day. These youth’s families and community are removed from the rehabilitation process Family involvement is necessary for success Does not allow for comprehensive transitioning back into the community Hennepin/Ramsey County Joint Treatment Program, September 2016
