POLICY FRAMEWORK Higher Education & Training HIV/AIDS Programme “To reduce the threat of the spread of HIV/AIDS in the HE sub-sector, to mitigate its impact through planning and capacity development and to manage the impact of the pandemic in a way that reflects the ethical, social, knowledge transmission and production responsibilities that are the mission of HEI’s in society and South Africa” Image placeholder 9/11/2018

POLICY FRAMEWORK Cntd. National Strategic Plan (NSP) The National Strategic Plan (NSP) on HIV, Sexually Transmitted Infections (STIs) and Tuberculosis (TB) (2012 – 2016) NSP is the strategic guide for the national response to HIV, STIs and TB for the next five years. The plan addresses the drivers of the HIV and TB epidemics and builds on the achievements of the previous NSPs to achieve its goals. Interventions that have worked well will be scaled up and the quality of service delivery will be improved, while at the same time proven new interventions will be implemented. Because it is intended to respond to the changes in the HIV and TB epidemics, the NSP will be reviewed periodically for relevance and effectiveness and, when necessary, adjustments will be made. STRUCTURE PREAMBLE Unisa acknowledges the seriousness of the HIV/AIDS pandemic and that its social, economic, health and developmental impact should be managed. This rule and the HIV/AIDS programme are cognizant of the fundamental rights as set out in the South African Constitution, 1996 and other relevant legislation. 9/11/2018

AIM HIV/AIDS is a major concern and challenge in the workplace and learning environment. This rule will set out principles to promote effective ways of managing HIV in the workplace and learning environment resulting in the creation of a safe work and learning environment. Unisa undertakes to deal equally with all employees and students, irrespective of their HIV/AIDS status in line with the HEAIDS programme, which is a sectoral response to this pandemic.   9/11/2018

STRATEGIC OBJECTIVES the implementation of an effective and efficient management system of HIV and AIDS within the learning and working environment of the university. the development and implementation of an institutional response to HIV and AIDS. the enhancement of AIDS awareness and knowledge among employees and students to prevent HIV transmission. the development of appropriate curricula to manage and reduce the socio-economic impact of HIV and AIDS within the University, across South Africa and the Africa continent. the creation of a safe working and learning environment for employees and students infected with or affected by HIV and/or AIDS. 9/11/2018

PRINCIPLES Employees and students have a co-responsibility to create a safe learning and working environment. VCT sites will be available and maintained for staff and students who wish to avail themselves of the facility. Informed written consent must be obtained from the employee or student before conducting an HIV test. Where the Labour Court, pursuant to the Employment Equity Act 55 of 1998, has granted authorisation for an HIV test and laid down conditions, testing must be done according to the conditions prescribed by the Court. Employment rules and practices may not discriminate unfairly against any employee or applicant for employment on the grounds of HIV status or that a person is affected by HIV and/or AIDS.   9/11/2018
