Subgrant Award Report & State Performance Report Webinar to Discuss Victim Assistance Formula Grant Reporting Instruments Subgrant Award Report & State Performance Report

Purpose of the Webinar To provide an open forum for VOCA Assistance Administrators to share ideas about VOCA Victim Assistance Data. What works and how data can be improved. Expansion of victim categories including but not limited to: child victims of pornography (1) production/contact (2) distribution and/or possession human trafficking (1) foreign national vs. domestic (2) sex vs. labor (3) minor and adult Stalking Financial Fraud Inclusion of demographic data. Evidence-based practices and how evaluated.

Overview of the Subgrant Award Report The purpose of this report is to collect basic information on subgrant recipients and their programs in a manner that is convenient to report and analyze. The report must be completed in full and submitted by the state agency within 90 days from the date of the award of a subgrant to a local victim assistance program.

Discussion of the SAR States should monitor SAR data frequently via the GMS to ensure adherence to: Administrative and Training Allowance (5 percent total) Allocation of VOCA grant funds used to meet the priority and underserved requirements.

Overview of the State Performance Report The purpose of the report is to provide information on the effect that the VOCA funds had on services to crime victims in the state. The report must be submitted to OVC on December 30.

Discussion of the State Performance Report The report contains quantitative and narrative information. The quantitative information requires 2 sets of data: The number of victim served broken out by type of crime during the preceding federal fiscal year. The number of victims receiving various categories of services within each service type during the preceding federal fiscal year. The narrative information should contain current information rather than repetitions of responses provided in previous years.

Discussion of the Performance Report Helpful Tips and Reminders for States Train subgrantees so that they clearly know and understand the types of data, how to collect the data and submit those data to the state in an accurate and timely manner. Review the data submitted by the subgrantee and request clarification prior to submission to OVC. Performance Report data should only include VOCA supported activities. Ensure they are counting each victim only once, i.e., a victim of a series of spouse abuse assaults should be counted more than once only as a result of separate and unrelated crimes. Ensure they are counting each victim only once in each service category, but may be included in more than one service category. Remember that we use the data in our biannual Report to Congress – therefore it is very important that the information is complete, current, and accurate.
