Large Scale Pilot SPOCS Simple Procedures Online for Cross-Border Services Jamboree 4 June 2009

SPOCS : Simple Procedures Online for Crossborder Services The objective is to build on Member States activities as they implement Art. 8 and other appropriate articles of the Services Directive 2006/123/EC The aim of the work undertaken within the Large Scale Pilot is not to delay the implementation of the Services Directive but to provide complementary key interoperable building blocks by taking stock in Member States activities as they implement the Services Directive The SPOCS consortium brings together 11 partners Member States: public administrations at national and local levels Universities IT service providers Private entities CapGemini is in charge of the management of SPOCS

The Objectives of SPOCS Understanding article 8 of the Services Directive The implementation of article 8 “Procedures by electronic means” implies we should be reasoning at two different levels: Subsidiarity : Member States have to build the target architecture in a both consistent and synchronised way European interoperability layer: building blocks which will be re-used by MS information systems based upon mutual recognition between administrations on basic data enclosed in the services provider dossier The tools which will be developed within SPOCS shall enable competent authorities to take relevant decisions in due time and in compliance with the level of security required.

Structure of the work for the SPOCS project

The methodology SPOCS will build upon existing solutions addressing notably Identification and authentication Examination and validation of supporting documents Harmonisation of data Security and tracking data exchanges between EU administrations The specifications developed will be integrated and tested: Development of a scalable Proof of Concept At least two professions At least two countries

SPOCS HIGHLIGHT “WP2 eDocuments” The SPOCS WP2 is dedicated to develop interoperability models for eDocuments It will investigate document formats with: either structured content that can be automatically processed (such as XML) or visual representation (PDF, XPS, RTF...) with limited information structure It also investigates document authenticity based on either electronic signatures or other means such as back-office or document register access It finally works on three different administrative models Link to web page where to find the appropriate information Appropriate documents Lists of approved services providers

SPOCS HIGHLIGHT “WP3 eDelivery” The SPOCS Work Package 3 deals with Interoperable delivery, eSafe, secure and interoperable exchanges and acknowledgement of receipt It will provide solutions such that competent authorities (CA) and PSCs (Point of Single Contact) of one Member State can effectively communicate e-documents related to a service provider or agency in another Member State. SPOCS WP3 will be closely connected with: PEPPOL WP8 technical infrastructure PEDRI PEPPOL WP1 eSignature STORK eID IMI-System and concepts of IDABC
