State fiscal year (SFY) Budget Timeline State fiscal year (SFY) Agency budget request – August/September Due: October 1 Review of request by the Office of Management and Enterprise Services (OMES) – October/January Governor’s state budget request – January Due: First Monday in February Legislative appropriations – February/May Agency Budget Work Program – June Due: July 1, or as soon as possible

Agency Budget Request Preparation: August and September Date Due: October 1 Purpose: To present to the executive and legislative branches a detailed outline of estimated funding needs to accomplish the agency’s mission and assigned responsibilities.

Review and Analysis of Agency Budget Request Timeframe: October – January The director of OMES Reviews agency’s budget request Prepares state budget for governor

Review and Analysis of Agency Budget Request Review, analysis and recommendation by director of OMES Analyzes sources of funds Reviews prior year(s) expenditures Reviews current Budget Work Program Reevaluates agency’s responsibilities Meets with agency personnel With Cabinet Secretary, recommends agency budget for review and approval by governor

Governor’s State Budget Preparation: January Due: First Monday in February Governor reviews agency’s budget requests and OMES recommendations and finalizes a budget recommendation to legislature.

Governor’s State budget The sum total of the funds recommended for appropriation to all agencies will be within the amount certified by the State Board of Equalization. plus available “cash” funds plus any revenue-raising measures necessary to balance the budget proposals

Legislative Appropriations Timeframe: February through May

Legislative Appropriations Legislature appropriates funds and authorizes expenditures for state operations. Appropriations committees or subcommittees review fiscal requests Reviews state and agency goals Meets with OHCA director Listens to OMES’s explanation of governor’s proposed budget

Legislative Appropriations, cont. Appropriates funds and authorizes expenditures for state operations. Files evaluation report by March 1, in accordance with zero-based budgeting policies, to ensure the agency has demonstrated a public need for its services and the agency is the proper provider of the program

Legislative Appropriations May approve general appropriation bill General appropriation bill typically allocates base funding May include any annualizations May include any federal/state funding changes Allocates remaining funds General Conference Committee on Appropriations (GCCA) subcommittees

Agency Budget Work Program Preparation: June Due Date: July 1, or as soon as possible

Agency Budget Work Program, Cont. Purpose: To establish agency’s plans for expenditures of available funds. Requires approval by director of OMES prior to any allotment, encumbrance or claim Encompasses previous year’s base expenditures plus legislatively-appropriated increases
